  10. Project approvals in 2010 • 177 proposals submitted in 2010 • (requesting over $17million) • 95 projects & concept notes approved • (value of $8,704,269): • OA: 19 projects valued at $1,640,743 • TILF: 37 projects valued at $2,623,824 • ASF: 39 projects valued at $4,439,702

  13. Successful Project Submission by Thailand • In 2010, APEC approved a total of 3 projects submitted by Thailand with total value of US$ 302,447, accounted for 3.47 % of total APEC • Funded Projects 2009 2010

  14. Project Approval by BMC • Budget and Management Committee (BMC) can approve proposals valued at US$ 200,000 • Projects value more than US$ 200,000 must be approved by SOM

  16. APEC’s Sources of Fund • 4 Sources of APEC fund • - Operational Account • - TILF Special Projects • - APEC Support Fund (ASF) • - Self-Funding

  17. Operational Account (OA) • Funded from annual membership contributions • Fund available depends on leftover of • Administrative Account (AA)-US$ 1,758,000 is • available for 2011 • Can be used for all types of projects • Supports ECOTECH • Projects may be fully funded under OA

Trade and Investment Liberalization Fund (TILF) Special Account • Sourced from voluntary member contributions • Available fund for 2011 is approximately • US$ 4,463,000, Japan and the US are the main • contributors. • Projects in support of APEC TILF objectives • Projects must clearly contribute to achieving • trade & investment liberalization & facilitation • Project must articulate how it relates to at • least 1 of 15 areas listed in Osaka Action Agenda

  19. Trade and Investment Liberalization Fund (TILF) Special Account • All economies may apply for funding under • TILF. • Non-TILF contributing members must • self-fund part of the overall cost; • - 20% for developing economies • - 50% for developed economies

APEC Support Fund (ASF) • Sourced from voluntary member contributions • Support of capacity building needs for • developing member economies • Composed of a General fund & 6 specific sub- • funds; human security, Avian influenza, TFAP II, • technology, energy efficiency, and ANSSR • Available fund for 2011 is approx. US$ 12,000,000 • Open to all members, but projects need to • primarily benefit developing member economies • Projects may be fully funded by ASF

Self-Funding • Sources can include member economies, • private sector partners, other international • organizations or sponsorship (must meet • requirements under APEC Sponsorship Guidelines) • Do not need to be submitted as Concept Notes or • assessed using the QAF • Do not need to be approved by BMC but must • comply to APEC Publication Guidelines

APEC Priorities • Funding Criteria for Project in 2011: • Rank 1: Projects that specifically and significantly contribute to promoting regional economic integration (REI) via free and open trade and investment • Rank 2: Projects that directly support the Action Plan in the APEC Leaders’ Growth Strategy • Rank 3: Projects that are linked to other priorities identified by Leaders and Ministers but are less closely linked to regional economic integration
