  1. The CASCADE ProgrammeFromConcept to Operations ASAS-TN Malmö 26-28 September 2005 Alex Wandels CASCADE Programme Manager, EUROCONTROL European Organisation for the Safety of Air Navigation

  2. Content • Strategic Context • Objectives • Scope & Benefits • Approach • Conclusion HEALTH WARNINGThe content of this presentation may be shocking to persons who have spent too much time in an ASAS-TN environment.

  3. Strategic Context Transfer of ControlClearancesMicrophone Check Downlink of Heading, Speed, Selected flight level Initial ADS-B services More CPDLC services More D-FIS services VDL2 Mode S ADS-B Receiver VDL2 LINK 2000+ Mode S EHS CASCADE • Strategic Context • Objectives • Scope • Approach Airborne Separation Trajectory negotiation Autonomous Separation Departure Clearance Digital-ATIS Oceanic Clearance Classical Radar ACARS P+S RADAR Mode S 2000> 2005 > 2010 >

  4. CASCADE Objective • Co-ordinate the implementation of • the first ADS-B applications, • more CPDLC services, • D-FIS and other services; • Making use of existing Mode S (1090 ES) and VDL2/ATN infrastructures where possible; • To improve ATC sector productivity.

  5. Scope - Stream 1 - 2008 • Ground Surveillance Applications (ADS-B-out) • In a radar environment • In a non-radar environment • On the airport surface ? • Airborne derived data ? • CPDLC, D-FIS and other Services • Automatic-CPDLC • Data link taxi • Data link operational terminal information • Pilot preferences downlink ? Marginal Investment

  6. Scope - Stream 2 – 2011 • Airborne Surveillance Applications (ADS-B-in) • Situational awareness on the surface • Airborne situational awareness • Visual separation on approach • Sequencing & Merging • CPDLC, D-FIS and other Services • Graphical Trajectory Co-ordination ? • Down stream clearance • Flight Plan Consistency Major Investment

  9. ADS-B Scope “CASCADE is package 0.5 really”? • Package 1: 12 applications, now 10 applications (merger) • CASCADE: 8 applications, so Package 0.8 • Real implementation: 1 application or Package 0.1 • CASCADE is well and truly based on Package 1 for ADS-B.

  10. Benefits • ADS-B • provides quality surveillance in a cost effective way; • provides improved situational awareness in the cockpit; • creates opportunities to delegate some ATC tasks to pilots; • can provide situational awareness to airline operations centres. • CPDLC • reduces voice communication workload; • limits the probability of misunderstandings; • provides clear readable messages in a timely and unintrusive manner to pilots and controller; • provides infrastructure of airline operations communications.

  11. Initial Approach Operational Need TechnicalFeasibility Economic Viability ECIP&Commitment Implementation Simulations& Trials Operational Scope Requirements& Standards

  12. Validation Approach Trials Characteristics: • In an environment where the need exists • Integrated in operational systems (air and ground)

  13. Conclusion CASCADE • Continues to exploit the potential of air ground data links; • Re-uses the infrastructures put in place by other programmes; • Keeps global implementation in mind. www.eurocontrol.int/cascade
