  4. Issue • Describe the issue; include • What is the problem/question/issue(s) • Who is involved • Both inside and outside NOAA • What is the desired outcome for the issue • Why this should be decided by the NEP or NEC

  5. Background & Discussion • Describe the background (only as necessary); include • Important past events – what brought us to this point • Relevant Administration, Congressional, or DoC statements, policies, opinions • Who has been involved in the discussion, both inside and outside NOAA • Describe the approach taken • How were the alternatives developed • What assumptions were used

  6. Alternatives • List alternatives (where we need to go & how to get there) • Strengths and Weaknesses (pros & cons) • Critical assumptions • Risk assessment • Fiscal ramifications (include offset or funding source if additional money is required to implement) • Alt 1 is the Status Quo • Alternatives should • provide end-to-end, integrated, NOAA-wide solutions • note if consistent/ inconsistent with other processes • provide implementation plan or “next steps”
