Research Networks – providing new opportunities for global collaborations in all fields Research networking started since early 1990’s to offer high speed, high quality Internet connections for research and education: • National level, run by NRENs (normally publicly funded) • Increasing regional level networks e.g GEANT, connecting all European Countries and major academic and research centres • During last 5- 10 years emergence of inter-regional links for global co-operations TEIN3 provides regional and global links for Asian researchers, including for food security

TEIN3 Introduction • TEIN3 (Trans-Eurasia Information Network 3rd Generation) provides a large-scale research and education data-communications network for the Asia-Pacific region since 2006: • Extends and encourages research and education IP connectivity, linking Asia-Pacific researchers, educators and students to each other and to their counterparts in Europe. • Via fast, direct links to Europe’s multi-gigabit GÉANT network and North America, providing the Asia-Pacific countries with a gateway for global collaboration. • TEIN3 Facts • Connects more than 45 million users • Regional connectivity extends from four network hubs in Beijing, Singapore, Hong Kong and Mumbai to connect more than 16 countries across the Asia-Pacific region • Direct links to GÉANT create a potential user base of more than 80 million • Operates at speeds of up to 2.5 Gbps • Currently managed by not for profit research networking expertsDANTE, which also manage GEANT. Aims to transfer project management to TEIN* Cooperation Center for the next phase of TEIN3

An ASEM Success Story is continued • ASEM3 Summit (Seoul, 2000) endorsed TEIN as one of the new 16 ASEM Initiatives upon the co-proposal by Korea, Singapore and European Commission (EC) • The success of TEIN2 was celebrated at the ASEM6 Summit in Finland, which marks the tenth anniversary of ASEM (Asia-Europe Meeting) co-operation, “10 Years of ASEM: Global Challenges – Joint Responses”. “Under the theme of “Partnership for Prosperity and Stability in the New Millennium” “Collaboration between Europe and Asia is increasingly critical to solving global issues, such as climate change and health threats such as avian influenza and HIV/AIDS.” “TEIN2 is bridging the digital divide within Asia-Pacific, and it is already delivering opportunities and benefits to the citizens of both regions. We expect this success to continue as it expands.” • TEIN3 provides a dedicated high-capacity Internet network for research and education communities across Asia-Pacific. • TEIN3 already connects researchers and academics in Australia, China, India, Indonesia, Japan, Korea, Laos, Malaysia, Nepal, Pakistan, the Philippines, Singapore, Sri Lanka, Taiwan, Thailand, and Vietnam. • Bangladesh, Bhutan and Cambodia are in the process of getting connected, bringing the total number of partners involved in TEIN3 to 19.

Leaders recognized the important role played by the Trans-Eurasian Information Network (TEIN) project in increasing direct internet connectivity among research and education in Asia and between Asia and Europe. TEIN4 • EC is preparing to fund TEIN4. • Timing of project: 2012 to 2015 – continuous after TEIN3. non-commercial project • Emphasis on supporting • High capacity links between Asia and Europe • Developing countries, especially those not yet connected e.g. Afghanistan, Cambodia, Laos, Myanmar • Network take up by user communities • Network will be re-tendered for TEIN4

TEIN* Co-operation Center • TEIN4 will be contracted with TEIN* Co-operation Center: • New not for profit organisation registered in Korea • Significant financial backing from Korea government • Endorsed by EU and Asian heads of state at ASEM8 4/5 Oct 2010 • TEIN will continue to be a community wide program • DANTE will continue to advise and support TEIN programme • Collaborate with international organizations and projects • ASEM, ASEAN, FP7, SEACOOP,.. Etc.

Data Intensive Collaborative Crop Research: New Rice Varieties • Work on genes done at the International Rice Institute (IRRI) in the Philippines • International collaboration to develop resilient, climate-proof crop varieties. • Marker assisted selection used to develop water tolerant enhanced rice. • Applied DNA-sequencing to the genomes of different rice varieties • Vast genomics datasets created, analysed, and exchanged. • High-resolution GIS data for • Vegetation analysis, • Yield forecast, • sustainable land, • water management • Over 60% of the population in Cambodia rely on agriculture for their livelihoods andrice is principal crop. NRENs &TEIN3 contribute to food security.

Collaborative Projects with High Societal Impact: Disaster Warning • GÉANT and TEIN3 provide a stable and reliable connection between the expertise and high-speed computing capacity of the German weather bureau DWD and the meteorologists at its counterparts in the Philippines. • Timely transmission of global meteorological data to make local prediction of typhoons. • Typhoon Ketsana struck Cambodia in 2009. • High-speed networking: saving lives by typhoon forecasting Typhoon forecasting Helga Spitaler DANTE

Earth Observations: THEOS • First Thai Earth Observation Satellite • Launch 1 Oct 2008 with Polar Orbit ~14/day • Polar station at Esrange Space Centre, Kiruna, run by Swedish Space Corporation • Main control, processing & data archive centre run by GISTDA in Bangkok, Thailand. • MoU signed with DANTE • Link Kiruna-SSC-Stockholm to connect to SUNETexpected in a month • File transfer: Emergency & Disaster, flood, forest fire
