  1. Update on the former Dolime Quarry for the Guelph Civic League December 1st, 2011
  2. Rodrigo Operated by James Dick Construction Ltd. (JDC) Guelph Dolime Quarry Located in Guelph- Eramosa Township In operation for over 100 years Since 2004 it has been owned by River Valley Developments (RVD), subsidiery Carson Reid Homes
  3. Guelph Dolime Quarry
  4. Guelph Dolmine Quarry
  5. Rodrigo Guelph Dolime Quarry RVD has a license to extract aggregate material to a depth of 285 metres above sea level Extraction from the aquitard represents a significant threat to our water supply Guelph has 8 water supply wells within 2km of the Dolime Quarry... up to 25% of our water supply capacity
  6. Mike Timeline: 2007 River Valley Developments applied to Ministry of Environment (MOE) to amend their aggregate license to increase the extraction rate from 500,000 to 1,000,000 tonnes/year RVD also applied to MOE to revise it's permit to take water, but later withdrew the application
  7. Mike City of Guelph Position City requests that MOE and MNR... Prevent further excavation through aquitard, Where aquitard has been breached, to backfill the quarry with suitable material... Modify aggregate license: provide conditions of approval that are protective of water supply Provide assurances to Council that water supply will not be impacted by the operation or closure of the quarry, now or at any time in the future
  8. Rodrigo Timeline: 2009 City, MNR, MOE and RVD form steering committee but reach impasse when RVD does not agree on 'statement of facts' City supports MOE to develop Provincial Order to stop RVD RVD agrees to voluntarily conduct additional technical studies and prepare Management Plan to address concerns
  9. Mike RVD Management Plan MOE accepts Management Plan (MP) submitted by RVD April 2011 RVD submits MP to City MP allows for: Excavation to full depth of quarry license Expansion of breach to aquitard to area of 50,000 square metres Approximately 5m depth of aquitard removed to be replaced by 0.15m (6 inches) of quarry 'fines' as filter/barrier

August 7th - Water supply being put at risk

  11. Mike Golder Associates Review of MP "While we have significant concerns with the technical aspects of this plan, it is our opinion that the overall management plan is fundamentally flawed."
  12. Mike Golder Associates Review of MP "In our opinion, the proposed 0.15 m thick wash fines filter layer with unknown filtration effectiveness cannot be reasonably judges to provide a suitable degree of protection to an otherwise well confined municipal groundwater supply system"
  13. Mike Golder Associates Review of MP "The plan also does not provide for monitoring to confirm the effective performance of the settled fines layer over the long term.... the plan does not address contingency measures in the event of ineffective performance nor obligations of RVD to address concerns in future"
  14. Wellington Water Watchers Comments on Management Plan

Submitted to MOE November 7, 2011
  15. Rodrigo Concerns with Management Plan absence of any stated performance standards; voluntary plan does not provide MOE assurances for protection of groundwater if a GUDI situation were to occur, we are concerned that the proposed 0.15 m protective layer may not prevent the contamination of our groundwater
  16. Groundwater Under Direct Influence of Surface Water (GUDI) means groundwater having incomplete/undependable subsurface filtration of surface water and infiltrating precipitation. www.portal.gov.on.ca/drinkingwater/stel01_049404.pdf
  17. Rodrigo Concerns with Management Plan WWW is concerned about the quality of any off-site sources (overburden wash fines from other quarries) used to cover the breach
  18. Mike Suggested Changes - Management Plan All of the recommendations in the Golder review be responded to in the M.P. That consideration be given to a requirement that no further excavation be allowed in this 4 hectare wash pond area below an elevation 5 m (or some other set distance) above the top of the Gasport formation. This could be achieved by constructing a two-level fines pond area with separating walls.
  19. Mike Suggested Changes - Management Plan We also suggest that a low-risk, high performance protective structure be placed on top of the sections of the wash pond area where the Gasport’s protection has been compromised. One such solution would be the placings of a layer of concrete or other suitable material. This protective layer should be in place before any fines are deposited.
  20. Mike Suggested Changes - Management Plan WWW is concerned that the Managemet Plan does not deal with any remedial work on the exposed Gasport reefal mounds on the wall of the quarry. This area would be under water after closure of the quarry and thus presents a direct pathway for contaminants to enter the aquifer. A suitable method to seal this area is required.
