What are we doing nowCommunity Based Outpatient ClinicFt Detrick (Barquist) • Design Plans are completed for a 15K sf single floor building • Primary and limited Specialty Care Services for 5-7K Beneficiaries • Pre-Bid Construction meeting drew about 100 vendors • Contract award in May 09 • Completed in Aug 10

What are we doing nowCommunity Based Outpatient ClinicFt Meade (Kimbrough) • Design Plans are completed for a 13K sf single floor building that has the ability to add a second floor • Primary Care and limited Specialty Care for 5-7K Beneficiaries • Pre-Bid Construction meeting drew about 50 vendors • Expect contract award in Jul 09 • Completed in Sep 10

What are we working on • Sharing agreements • Kimbrough • Same-Day Surgery • An agreement that will cover all services that we can provide that will be open to all VA Medical Centers in the VISN5 Network • Community Based Outpatient Clinics • Attach the CBOC’s with a covered walkway • Use the Bi-directional capability in AHLTA and VISTA for Ancillary services • Find more services that each facility can share • Develop Joint Incentive Fund initiatives to fund sharing expansion

Lessons LearnedAgreements • Keep It Simple • The more detail you put into it, the more limited you make yourself • Don’t get specific about price and CPT Codes (Use CMAC -10% rate and let the billing departments work it out) • Make sure you get the input from the lowest level • Get the worker bee’s talking

Lessons LearnedCBOC’s • Medical does NOT have the authority to build on the Installation. • The Installation Commander must support construction • The request goes all the way up to the Sec Army • Land Lease Waiver • All non-DoD tenants on Military installations must pay “Fair market value” for the space they occupy • Sec VA must send a request to waive these fees to the Sec Army • State and Local Building requirements take a VERY long time • Work as many function simultaneously as possible • Don’t wait for all the approvals from every level to start the paperwork
