It critiques the imitation of business models that prioritize profit, instead advocating for the evaluation of governance through efficiency, effectiveness, responsiveness, and accountability. The paper explores the concept of public value, emphasizing the importance of achieving political mandates, professional standards, and stakeholder satisfaction. Ultimately, it calls for a curriculum that prepares leaders to meet the challenges of a knowledge-based economy.
