Overhire Request Organization: # Requested: Priority: HQ AFFSA/XAO 1 Cat 5 Number Permanent Civilians Authorized/Assigned: 1/1 (within your organization) Number Civilian Overhires Assigned: 1 (within your organization) PP/Series/Grade: GS-2152-13, Air Traffic Control (ATC) Automation and Training Specialist Length Position is to be established: 30 Sep 2008 (last day position(s) required) Is position funded: No FYDP Action: Long term fix is to submit for funding in FY07 POM, request is a bridge to 1 Oct 06. BACKGROUND: (Limited to three lines – stick to facts) Office’s previous ATC automation specialist term hire position expired in Aug 04. Position managed ATC automation training & system installation support. As of 23 Sep 04, program only 20% installed. Office serves as AF ops lead on $600M DoD/FAA ATC automation modernization program. Current staff is unable to keep up with program demands. IMPACT: (Limited to five lines – stick to facts) Job demands highly specialized person to develop and evaluate operational procedures and training products, for three major ATC equipment modernization programs. Mil fill not feasible due to already stressed, high demand/low density career-field w/expanding deployment rqmnts. If not filled, negative impact on USAF flying mission/safety is probable.No automation expertise on staff is leading to disconnect between AFI guidance and field operating requirements and potentially jeopardize flight safety.
