  1. GRSC Report to GSC-8 Plenary Presented by David Farnes – RABC/TSACC

  2. GRSC Meeting Statistics • Well attended with 40 plus participants • Vigorous discussion on many items • 5 proposed and accepted GRSC resolutions and 1 “R” primed joint resolution drafted. • Participation by the ITU-R was recognized and appreciated.

  3. Agreements Reached • Some subjects are mature, e.g. EMC and Pervasive Radio and Generic Regulation of Radio Devices, and therefore should be removed from future agendas. • In most cases, subjects that are covered in the joint GRSC/GTSC session, need not be covered in the GRSC session. Authors should distinguish whether their contributions are highly specialized and should be dealt with in the GRSC session.

  4. Agreements Reached (2) 3. Recommend that Fixed Wireless Access subject be included in the joint GRSC/GTSC session under a suggested broad subject title of “Broadband Access”. FWA would also be continued on the GRSC for more detailed discussion.

  5. Agreements Reached (3) 4. Need to continue to deal with several high interest subjects including Human Health Effects of RF Radiation, Digital Broadcasting, Satellite Services and ITS. 5. Subject of Ultra Wide Band (UWB) should be added as a new subject and Software Defined Radio should be included in the next GRSC agenda (as was resolved in RAST 9).

  6. Agreements Reached (4) • Recommend that subject of Ad Hoc Networking should be added as a new Joint subject. • The joint session is very constructive and there is a continuing need for a forum for specialized Radio subjects. • PSOs should file activities reports in advance of the meeting, but they should not be included as a GRSC agenda item.

  7. Resolutions • RESOLUTION 8/x: Facilitating Liaison in Relation to Measurement Methodologies for Assessing Human Exposure to RF Energy • RESOLUTION 8/x : Experiment on Collaborative Standards Development (e.g. Radio Microphones) • RESOLUTION 8/x: RLAN Standardization (tentative title) • RESOLUTION 8/x: Broadband Services in Rural and Remote Areas • RESOLUTION 8/x: Standards for Wireless Access Systems Including Radio Local Area Networks Operating in the 5GHz Range

  8. Joint Resolution • RESOLUTION 8/x: Mapping Standards for systems “Beyond IMT-2000”

  9. GRSC-2 Work Agenda • 1.0 Opening of the Meeting and Address by the Chair • 2.0 Approval of Agenda • 3.0 Report on GRSC-1 and Status of Action Items • 4.0 Initial Review of Proposed Resolutions • 5.0 HIGH INTEREST SUBJECTS • 5.1 Human Health Effects by RF Exposure • 5.2 Fixed Wireless Access (FWA) and Radio Local Area Networks (LANS) • 5.3 Satellite Services • 5.4 Digital Broadcasting • 5.5 Intelligent Transportation System (ITS) • 6.0 OTHER TOPICS • 6.1 Software Defined Radio • 6.2 Ultra Wideband (UWB) • 6.3 Ad Hoc Networking • 7.0 Planning for Next GRSC-3 Meeting • 8.0 Report of the GRSC-2 including proposals for conclusions, resolutions and the communiqué

  10. Future Joint GRSC/GTSC Topics • IMT-2000 systems and beyond • PPDR or Emergency Communications • Security and Lawful Intercept • Broadband Access (including FWA) • Internet Protocol over Wireless • Identification and Location Services • Measurement Uncertainties • Forums and Consortia • Ad Hoc Networking (proposed)
