Objectives • Validate incident objectives in the Oil Spill Annex • Safety • Maximize Environmental Protection • Facilitate Maritime Commerce • Cleanup Environment • Identify and test the adequacy of the Incident Command Post • Demonstrate the ability to work within NIMS/ICS • Develop an IAP • Develop a Vessel Management Plan LT Matt Colmer January 23, 2007

  5. Objectives • Develop a Salvage Plan • Establish a Joint Information Center & provide interface between the unified command, media, and public • Activate an incident specific Region III Regional Response Team teleconference • Deploy and demonstrate the operational readiness of the contents of a USCG Sector Pollution Response Trailer LT Matt Colmer January 23, 2007

  6. Major Lessons Learned/*Best Practices • Geographic Response Plan (GRP) • Generic Communication Plan • Sector Equipment Deployment • Incident Command System (ICS) Forms • Incident Command Post (ICP) • Interagency Communication and Coordination * • Joint Information Center LT Matt Colmer January 23, 2007

  7. Major Lessons Learned Major Lessons Learned/*Best Practices • Salvage Plan • Contact Numbers in ACP • Vessel Management • Resource Ordering Process • Intelligence Officer * • Incident Command Organizational Structure * • ICS Training and Qualifications LT Matt Colmer January 23, 2007

  8. Geographic Response Plan • Observation • Lack of Geographic Response Plans, i.e., booming strategies for ESI • Lessons Learned • Pre-identified strategies would have allowed for more proactive versus reactive posture • Recommendations • Develop working group w/in Area Committee to develop strategies • Local, State and Federal stakeholders involved • Verification by an OSRO LT Matt Colmer January 23, 2007

  9. Generic Communications Plan • Observation • Job Aid to assist in development of Comms Plan not readily available • Lesson Learned • Pre-designated list of frequencies would have hastened creating of comms plan • Recommendations • Insert comms plan from exercise into ACP • Reference ICS Publication 223-5, Communications Unit Position Manual in ACP LT Matt Colmer January 23, 2007

  10. Sector Equipment Deployment • Observations • Training on booming strategies, concepts, etc. • Deployment of boom from pollution response trailers • Lessons Learned • Knowledge gained on boom deployment • Discrepancies revealed • Recommendations • New, more comprehensive inventory list needed • Shortfalls and discrepancies need to be addressed • Review & modify current comprehensive plan for Response Trailers LT Matt Colmer January 23, 2007

  11. ICS Forms • Observations • Different ICS forms used among the players • Some confusions as to what forms • Lesson Learned • Standardized set of form needs to be used • Recommendation • Incorporate CG ICS forms into ACP LT Matt Colmer January 23, 2007

  12. Incident Command Post • Observations • TSA Building too small for Type I or II incident • Adequate for exercise purposes • List of potential ICPs not in ACP • Lesson Learned • Pre-identified ICPs need to be included • Recommendation • Develop ICP recommendations & potential locations for Type I – Type V incidents • Reference Sample ICP Checklist and ICP Moving Plan LT Matt Colmer January 23, 2007

  13. Interagency Communications & Coordination – Best Practice • Observation • Interagency communication & coordination efficient & effective • Lessons Learned • Enhanced realism • Presented opportunity for pre-incident collaboration • Myriad of responders formed synergy in Unified Command • Recommendations • Continue active participation in Area Committee • Seek all possible opportunities to participate in multi-agency full scale exercises LT Matt Colmer January 23, 2007

  14. Joint Information Center • Observations • JIC space too small • JIC needed more training/experience in incident risk communications • Lesson Learned • Adequately staffed, trained and experienced JIC • Recommendations • Develop Media Plan Annex • Maintain PIO go-kits LT Matt Colmer January 23, 2007

  15. Salvage Plan • Observations • Section 3650 details Salvage needs • No sample Salvage Plan available in ACP • Lesson Learned • Well-developed salvage/lightering plan developed by using the ACP • Recommendations • Insert Salvage Plan from exercise • Include other real incident Salvage Plans as references (e.g., Athos I) LT Matt Colmer January 23, 2007

  16. Contacts in ACP • Observations • Outdated contacts in ACP • Too much time spend tracking down names • Lesson Learned • Contacts lists need to be updated prior to any exercise (and certainly any incident) • Recommendations • Update contacts • Ensure method for annual updates LT Matt Colmer January 23, 2007

  17. Vessel Management • Observations • WWM Branch, MTS Recovery Unit • Duplication of effort – two Vessel Management Plans • No coordination of effort • Lesson Learned • Roles and responsibilities need to be clearly defined • Recommendations • Update ACP w/ Vessel Mgmt/MTSRU responsibilities • Training/familiarization needed LT Matt Colmer January 23, 2007
