  1. PA 5.3.P6.JA.01.0“High voltage power supply for neutral beam test facility (NBTF)” • Request for ; • A change in allocation of money for 2016-2017 • A change where money are transferred into two bank accounts instead of one • Amendment of PA to achieve these changes JADA 15th/June, 2015

  2. Background • JADA initially thought that a Japanese company would become the main contractor for the on-site installation work and inspection of the components. However, concerns about compliance with Italian laws/regulations and differences in work conditions caused the Japanese company to not accept being the main contractor. • It is also rather difficult for JAEA to enter into a direct contract with Italian companies. • In Sep/2014, we asked F4E to make a contract with an Italian company on behalf of JADA, but that request was not accepted. • Then, we asked RFX being the host organization of the NBTF to help us. At present, under the bi-lateral agreement between RFX and JAEA, it is agreed that the contract for workers will be done by RFX with technical support by JAEA. • The PA remains the responsibility of JADA. JADA shall completely support the technical aspects of on-site work; make the detailed work procedure for on-site work; join in discussions with Italian companies; and assess these companies with RFX colleagues. • Financially, some money for this PA shall be transferred to RFX for the on-site work contract, which will require changing the allocation of money and accounts those money are transferred into.

  3. Present status Discussion to execute the Bi-lateral agreement between RFX and JAEA is in the final stage. Then, a contract award will be started to make a contract between RFX and Italian company by the end of August. Then, the on-site work will be started from Dec/2015 as scheduled. Meeting between RFX colleagues and JAEA to finalize the documents of the agreement.

  4. Reasons for these changes Differences in the style of contract: • Typical payment procedure in JAEA is “a single payment at the end of the contract”. This is consistent with current Annex C. • However, the Italian company requires multiple payments throughout the contract.  The allocation of money for 2016-2017 must be modified to fulfill this payment scheme. Please note that there is no change in the total cost. Risk of fluctuation in the exchange rate • Once the money is transferred to JADA, it is immediately changed from EUR to JPY. JAEA does not allow money to be kept in Euros. It could cause the loss of the amount of money due to exchange rate. • To mitigate the risk of a fluctuation in the exchange rate, we need to send the money from F4E to RFX, directly. JADA is ready to submit the revised CAS table and Annex C of the PA to IO.

  6. CAS table in the main PA There is only one milestone for on-site work at the final stage. However, additional milestones during the installation are to be added in the CAS table. Summary • To complete the on-site work in compliance with Italian laws/regulations, RFX has accepted to make the contract for the on-site work of JA power supply with an Italian company. • The payment scheme will be changed from the typical one “single payment at the end of the contract” to “multiple payments throughout the contract period” according to the requests of the Italian company. • JADA would like to get your understanding about the following. • Change in allocation of money for 2016-2017 • Transfer of money into two accounts (JAEA and RFX) • Amendment of PA to achieve these changes • Afterwards JA will start the official procedure to IO.
