    3. 3 Overview of the State Board of Education Rule & Amendments for ESOL On July 1, 1988, the Florida Legislature expanded the FTCE to include tests of subject matter knowledge in certification areas (F.S. 1012.56).

    4. 4 State Board of Education Rule and Amendment for ESOL Rule amended on October 26, 1993 to include competencies and skills in additional certification areas including English to Speakers of Other Languages K-12. Competencies and Skills required for Teacher Certification in Florida, 4th Edition

    5. 5 State Board of Education Rule and Amendment for ESOL Rule amended on January 29, 2002 to include revisions to the competencies and skills in additional certification areas, including ESOL K-12. Competencies and Skills required for Teacher Certification in Florida, 7th Edition

    6. 6 State Board of Education Rule and Amendment for ESOL Rule amended on April 18, 2006 to include revisions to the competencies and skills in additional certification areas including ESOL K – 12. Competencies and Skills Required for Teacher Certification in Florida, 11th Edition Note: In Spring 2007, the Competencies and Skills were updated to the 12th Edition with no changes for the field of ESOL.

    11. 11 Suggested Crosswalk ESOL Performance Standards & ESOL Competencies P.S. 1: Conduct ESOL programs within the parameters, goals & stipulations of the Florida Consent Decree. Competency 11: Knowledge of federal & state mandates Indicators: 1. Identify regulations of the most recent reauthorization of the Elementary & Secondary Education Act as they apply to ELLs. (No Child Left Behind) 2. Identify major U.S. Supreme Court decisions that have affected the education of ELLs. 3. Identify major court decisions, legislation, & legal agreements that have affected the education of ELLs. 4. Apply the major components of the LULAC, et al. v. State Board of Education Consent Decree, 1990 to specific situations (Include addendum to Consent Decree).
