Assist in effecting normal communications under emergency conditions. • d. Handle morale, welfare, and official record and voice communications traffic for Armed • Forces and authorized U.S. Government civilian personnel stationed throughout the world. • e. Establish programs to create civilian interest; recruit qualified volunteers; furnish • appropriate training in military communications techniques and procedures to volunteer MARS • members and military MARS stations. • f. Initiate efforts to improve high frequency (HF), very high frequency (VHF), and ultra high • frequency (UHF) radio and computer systems operating techniques and technology through • experimentation and testing. • g. 39. The Utah National Guard and Army MARS • Creates synergy, each organization brings strengths that match the other’s needs • MARS - Volunteer radio operator members without significant funding. They have technical and life skills, a willingness to serve without pay and a focus on communications excellence. Previously they supported the US Army signal battalion stationed at DDO, which had a full time MARS station, until the early 1990’s when the unit was disestablished • UTNG - Has a state mission of military support to civil authorities and Homeland Defense, but limited UTNG units with communications assets and operators trained for the mission.

  40. Where does the MSCA mission fit? • Not a Federal Mission • UTNG Last in, First Out • Resource of last resort • Records needed for expected FEMA reimbursement • Forces committed only by the Governor • TIMELINE • Event - LE, News, EEI reports • Liaison and Observation team • Request from local > county>State DES&HD>Governor>TAG • JEOC activation • UTNG response using units not involved in disaster area

  41. MSCA Communications requirements • Communications with all UTNG assets • Communications with local, state authorities • Communications with higher HQ • Communications with federal agencies • Current Capability • HF-SSB at each UTNG facility • VHF-FM at each UTNG facility, L&O teams for local area • VHF-FM digital at many UTNG facilities • Deficit in capabilities • No requirements are fully satisfied • Equipment, infrastructure and training needed

  42. Utah Wireless Integrated Network(UWIN) • Governor’s Initiative for communications interoperability • UTNG included, console installs at JEOC, ANG base, Draper HQ • OmniLink ties 800 MHz trunking (UCAN) to VHF systems in outlying areas in the state • 33 800 MHz conventional repeaters(single channel) to be installed across state to allow Wasatch front assets to communicate • UTNG to install VHF repeaters at state and local mountaintop sites, use existing microwave links • June 10 - 18 Patriot ‘04 • July 1 - Phase 1 completion

  43. Long Link System • Multipurpose VHF radio system • To be installed at 28 existing hardened sites across Utah • Cooperative effort between UTNG & MARS • Increase day to day safety and coordination • Available for MCSA operations • OmniLink connected • Standardized site configuration • UTNG VHF-FM voice repeater, narrowband capable • MARS VHF-FM voice repeater, narrowband capable • Digital VHF-FM store & forward text message repeater • VHF-Low band SINCGARS compatible • Flexible operational patching to Public Safety
