    3. Grant Cycles • Section 105 Grants: New two year grants to begin October 1, 2009. • Allows EPA to award incremental funds more quickly. • Reduces S/L and EPA workloads. • PPGs: Grant cycles vary by state.

    4. PPG Cycles Anticipated

    5. Overview of Process • Draft APA today (markup handout). • EPA makes final revisions & uploads to internet. • EPA notifies S/Ls to respond to EPA’s proposed commitments. • S/Ls respond to each commitment. • EPA and S/Ls negotiate unresolved issues. • EPA sends APA approval letter to S/Ls.

    6. Air Planning Agreement- Changes • Updated NAAQS & SIP commitments. • QMPs – some will expire during budget period. • QAPPS – AQ Monitoring, Lead, N CORE, Emissions Inventory, Photochemical Modeling

    7. Consolidated Reporting Requirements • Purpose. • Changes from FY 09. (handout-markup) • Submitting reports through Internet. • QAPPS.

    11. Looking Ahead to FY 11 • Second year of two-year workplan. • EPA will propose revisions for FY 11 at May 2010 S/L Air Directors’ Meeting. • S/Ls will have opportunity to negotiate before Year 2 begins. • Most will not have to submit new applications for FY 11.
