Summary of UN/ECE/WP29 160thPlenary Meetings Since the last Meeting, One WP29 plenary meeting was held 160thPlenary Meeting (25~28, June) - 1958 Agreement(UN Regulations) - 1998 Agreement(UN GTR) - One proposal for develop to New UN Regulation on e-call system was endorsed - 16 amendments of UN Regulations were adopted - New UN GTR on Hydrogen and Fuel Cell Vehicle(HFCV)was finally adopted • 2 amendments of UN GTRs were adopted • 2 proposals for amending two UN GTRs(GTR No. 2, 3) were approved

General Statements of the 160thPlenary Meeting Attendance 160hsession (25 – 28 Jun. 2013) - 37 countries, including Australia; Canada; Japan; People’s Republic of China; Korea; US and European Union (EU) - Asian countries, Viet Nam, Indonesia, Malaysia attended - 15 Non-governmental organizations, including OICA and IMMA, etc., Opening Statements Director of ITC provided an outlook on the development of transport to 2020-2030 and Projected global increase of the middle class populations, which would result in an increasing demand for individual mobility Informed WP29 about ongoing activities to increase the safety at rail/railway crossings, about cooperation with insurance industry and welcomed the work of WP29 on e-call system

Highlight of the recent sessions Recent GR’s Sessions GRE(69th Light & Light-signalling, 8-11 April. 2013) - Discussed new concepts of direction indicators with expanding apparent surfaces and the challenge to preserve uniformity and clarity of light signals • GRE agreed to establish a Special Interest Group(SIG) to work on • simplifying UN regulations on lighting and light-signalling • GRE proposed establishing an IWG to amend UN R86 on the installation • of lighting devices for agricultural tractors. WP29 endorsed this IWG GRSG (104th General Safety ,15-19 April. 2013) • Underlined the importance of the amendment to UN R 110, which would allow • the approval of vehicles using Liquid Natural Gas(LNG) in their propulsion system

Highlight of the recent sessions • Informed WP29 about the ongoing activities of IWG on Plastic Glazing and • requested the extension of its mandate until 10. 2014, WP29 agreed to this • extension GRSP(53th Passive Safety, 13-17 May. 2013) • GRSP had recommended a proposal and a final report to AC3 for • consideration and vote at its November 2013 session on the development • of a UN GTR on Pole Side Impact • GRSP expected to recommend that amendment 2(Phase 2) of UN GTR on • pedestrian safety, aimed at included the Flex-PLI and the definition of the • head form impact point be included the UN GTR No.9 test

Thirty Eight APEC Transportation Working Group Meeting, Bali, Indonesia 1 – 5 July 2013 GRPE (66th Pollution and Energy, 4-7 June. 2013) • Informed WP29 about the extraordinary session of GRPE in November 2013 on • finalizing the work on the UN GTR on the Worldwide harmonized Light vehicles • Test Procedure(WLTP) • - Informed the terms of reference, timelines and rule of procedures of the Particle • Measurement Programme(PMP) and Environmental and Propulsion Performance • Requirements(EPPR) for L-category vehicles IWGs had been approved by GRPE • Announced the intention of the Republic of Korea to propose developing a new • UN GTR on Vehicles Indoor Air Quality(VIAQ) for Consideration by WP29 • The Russian Federation underlined the importance of atmospheric pollution in • urban areas due to the emission particles caused by tyre use and brake wear. • WP29 endorsed the recommendation by WP29/AC2

Highlight of the recent sessions Development of IWVTA • WP29 noted some remaining open issue have still to be solved by IWG on IWVTA • i) level of ambition with respect to the “substantial and editorial” amendments to • the Agreements • ii) the legal status of the so-called placeholder specifying the administrative and • procedural provisions applicable to all UN regulations annexed to the 1958 • Agreement • Agreed to have detailed discussion on this subject at the November 2013 • session and invited CPs to participate in forthcoming meeting in September • 2013 • With regard to UN R0, Highlighted subgroup UN R0 had agreed on a definition • for “sufficient technical competence” and the level of the need for a “flexible • scheme of IWVTA” • Announced the subgroup’s intention to finalize a first proposal on UN R0 for • consideration by WP29 at its November 2013 session

Report on the 160th Session Vote of draft amendments to existing regulations - 16 amendments were adopted 7 for GRSP, 6 for GRRF, 1for GRB, 1for GRE, 1for GRPE GRSP : 7 • R16 : Amend retracting force of emergency locking retractor • R29(02 Series): Modify figure of position of dummy for assessment of survival space • R29(03 Series): Modify figure of position of dummy for assessment of survival space • R44 : Insert load application devices for child restraint systems into new Annex 23 • R94, 95: Insert definition of “Automatically activated door locking system” and • clarify test procedure • R16 : Correct paragraph of french version to modify value of withdrawal of an average rate of • increase of acceleration the webbing of the retractor

Report on the 160th Session GRRF : 6 • R13 : Allow to use of dynamic stability simulation of braking systems • R13H : Clarify to minimum braking force of the electric regenerative brake system • R79 : Clarify service braking performance on the first brake application • AEBS : Amend draft regulation on AEBS as reproduced in Annex II • R13 : Correct paragraph of Annex 21 in Russian version • R97 : Insert a new paragraph 12.5 regarding requirement of parking brake GRB : 1 • R117 : Clarify the concept of tyre deceleration(dw/dt) in the test technology GRE : 1 • R53 : Reinsert color of DRL for Motorcycle GRPE : 1 • R96 : Align UN R96 with European Directive 97/68/EC as amended in 2012 and align table • of 8 mode cycle with 2016/26/EU

Report on the 160th Session Proposal amendment to UN GTR : 2 • GTR 12 (tell-tales and indicators for two wheeled vehicles): • Introduce editorial corrections and align the provisions of UN GTR 12 with those of UN R60 • GTR 2(MMTC) : Introduce amendment 3 to UN GTR 2( Including in Annex IV) Progress on the Development of New or Amendment GTRs WHDC(GTR No.4) - GRPE would submit Draft amendment UN GTR at its January 2014 and Consideration by WP29 was foreseen for November 2014 Head Restraints(GTR No.7) - IWG on UN GTR 7 phase 2 agreed on i) an effective head restraint height measurement procedure , ii) an appropriate dynamic test and the associated corridors of BioRID II - Requested to WP29 extend the mandate of IWG until the end of 2015, WP29 consented this request

Report on the 160th Session Pedestrian Safety(GTR No.9) • IWG on phase 2 of UN GTR 9 submitted the fourth progress report • An official proposal for incorporating the flexible pedestrian legformimpactor(Flex-PLi) • would be submitted to the December 2013 session of GRSP Hydrogen and Fuel Cell Vehicle-Phase 2 - IWG on HFCV activities and clarified that only the safety part would need a road map for further development and requested an increase in the number of technical sponsors for developing phase 2. WP29 agreed to resume consideration on this subject at its November 2013 session Pole Side Impact(PSI) - IWG informed WP29 that GRSP at its May 2013 session had recommended the draft UN GTR and the final report for adoption by WP29 at it November 2013 session - IWG submitted the draft UN GTR on PSI to the current session of WP29 to initiate consideration for voting at next November session

Report on the 160th Session Draft GTR on Electric Vehicles - IWG on Electric Vehicle Safety(EVS) informed WP29 that the IWG had agreed on an outline of the draft UN GTR to address all safety issues - Two options were considered : i) a two-step approach or ii) a single step approach on the road map to have a comprehensive Un GTR covering a broader range of technologies - IWG announced that a draft road map would be provided at the November 2013 session of WP29 Draft GTR on QRTV - Discussed minimum sound requirements and determined the influence of background noise during test run and that heavy vehicle and motorcycles - IWG announced the next meeting would hold at NHTSA in Washington, on 16-18, July 2013
