Enter into a contract with another organization (excluding private entities per NMSA 22-2C-7K) with a demonstrated record of effectiveness, to operate the school.
Appoint an outside expert to advise the public school

if the state agrees.
Major restructuring of a school’s governance arrangement that makes fundamental reforms, such as significant changes in the schools staffing and governance…
