  16. KPC The Corporate • Kuwait Petroleum Corporation (KPC) is fully owned by the State of Kuwait was founded in 1980 as an umbrella organization. Its diverse business interests across the spectrum encompass all aspects of the hydrocarbon industry, from onshore and offshore upstream exploration through production and refining, marketing, retailing, petrochemicals, as well as, marine transportation.

Tier system concept Tier system based on risk and capacity to respond • Tier 1:Spill size up to 10 Tons (1 ton with KOTC) • Tier 2:Spill size >10 Tons and up to 600 Tons • All KPC subsidiaries to be responsible for spill reporting, containment recovery and disposal of all Tier 1-2 spills occurring from operations both on land and on sea. • Tier 3:Spill Size >600 Tons. • KPC Incident Management Team (IMT) is activated in spills at the Tier 3 level. This involves the IMT pooling equipment and resources and manpower from all KPC subsidiaries, both at operational and management levels. • Kuwait Nation Oil Spill Contingency Plan (NOSCP) is activated

KPC Plan Objectives • Guidelines for subsidiaries to develop its own oil spill contingency plans to activate a timely response for Tier 1 & Tier 2 Marine and Land oil spills. • Link fully with the Kuwait National Oil spill Contingency Plans. • It also contains information for a corporate role in coordinating support response resources to Tier 3 oil spills within Kuwait through The KPC Incident Management Team (IMT).

KPC response Corporate Level • Comprises of a separate Incident Management Team (IMT) for spills above 600t made up from KPC and Government rep. • IMT is capable of pooling resources from all assets to one location/spill event-reacts upon notification. • Adaptable- project phase and on-going capacity, built in capacity for member turnover. • Utilize OSRL services as needed. • KPC media will coordinate with the affected company for the press release.

  22. KPC response cont. National level • KPC plan interact with Kuwait National Oil Spill Contingency Plan (NOSCP) at tier 3 spills or at the request of Kuwait Environment Public Authority. The KPC & subsidiaries obligation are to gush resources and response to an offshore/ near shore spills in Kuwait middle zone at the request of the Kuwait Environment Public Authority.

International Level • Spills from KOTC and KPI owned or chartered vessels and/or facilities shall be managed in accordance with every Company Oil Spill Contingency Plan. • KOTC and KPI can summon OSRL direct.   • At Tier 3 oil spills and on coordination with the affected Company the KPC Crisis Management Team will be activated.

DISPERSANT Preliminary information • Before any dispersant is used there is a need to read and understand the countries regulations these will state minimum water depths, distance from the coast and current necessary for their use as well as where to gain permission for use. Kuwait is a member of Regional Organization for the Protection of the Marine Environment (ROPME) . This governing body which regulate the use of chemical dispersants into the Arabian Gulf.

DISPERSANT • Chemical dispersants are used during oil spills, for the purpose of protecting natural and sensitive socio-economic resources such as coastal and marine ecosystems.   • Their applicability should only be accepted if it results in net environmental benefit, when compared to the effects caused by a spill with no treatment or employed as an alternative and/or additional option for the containment and removal of the oil. • The efficiency of the dispersants, among other factors, is related to the degree of weathering of the oil at sea, weathered oils become more viscous and may also undergo emulsification, factors that reduce the efficiency of these chemical agents. • The best application time of the chemical dispersants within the first 12 hours following the spill.

DISPERSANT • A: Dispersant droplets containing surfactants are sprayed onto the oil. • B: The solvent carries the surfactant into the oil. • C: The surfactant molecules migrate to the oil/water interface and reduce surface tension, allowing • D: small oil droplets to break away from the slick. • E: The droplets disperse by turbulent mixing, leaving only sheen on the water surface

Shareholder represent 60% of global oil production. • Oil Spill Response is an industry leader in oil spill preparedness and response services. • Operating as a single business from the United Kingdom, Bahrain and Singapore - and with permanent presence in Africa and Indonesia - it is the largest international oil spill response co-operative, and the only one With a global remit. • KPC is a member of OSRL since 2000. This membership cover all KPC subsidiaries.

The National Plan • Kuwait National Marine Oil Spill Contingency Plan approved by the Ministerial Cabinet in 1981 requires KOC/KNPC to deal with spills in the middle area. • Kuwait National Oil Spill Plan Committee formed in 1982 with 14 members. • Law No. 12 of the year 1964 and its amendments. • New amended version awaiting approval .
