  1. How DBE deployment supports the main Regional Development Policies and the Strategic Priorities of the Regional Development Plan?

  2. DBE is a model for local development • DBE platform implementation and spread in a regional context favor positive development in terms of: • knowledge sharing; • creating collaboration processes; • increasing entrepreneurship. ICT and OS are the key levers • In DBE • knowledge is created and spread in a collective way; • knowledgeprovides inputs for innovation; • knowledgeimproves system adaptability to market changes. Thanks to DBE features, everyone could act as innovator or could provide innovative ideas. • In DBE, innovative ideas can lead to: • competitive advantages for existing firms; • business opportunity for new firm birth.

  3. As we have seen, is it possible to identify some DBEPILLARS A DBE implementation could lead to: Higher flexibility and specialisation Entrepreneurship Development of new advanced services (online) Open Knowledge Integration between markets Incentives to entrepreneurship High competitiveness for SMEs Cooperation High cooperation Higher knowledge sharing ICT & Open Source An ICT sector boosted Higher adoption and diffusion rates of ICTs

  4. MAIN EFFECTS OF THE DBE MODEL ON REGIONAL DEVELOPMENT [1/4] Higher flexibility and specialisation Development of new advanced services (online) In the new organisational model, it is more possible and profitable for SMEs to drive innovation as the vertical disintegration allows to reduce the minimum efficiency scale. Integration between markets Incentives to entrepreneurship • Variety in entrepreneurial fabric allows greater competitiveness within SMEs that can benefit by sharing knowledge with: • businesses from different sectors (inter-industrial technological transfer); • businesses of different sizes (larger firms tend to develop knowledge through R&D, whereas smaller ones tend to have implicit knowledge). High competitiveness for SMEs High cooperation Higher knowledge sharing An ICT sector boosted ICT higher adoption and diffusion rates

  5. MAIN EFFECTS OF THE DBE MODEL ON REGIONAL DEVELOPMENT [2/4] Higher flexibility and specialisation The new entrepreneurial system favours the arrival, within its ranks, of “new know-how and innovative capabilities”, thanks to new economic actors (new firms favoured by wider availability of knowledge, innovative ideas and tools for financing business). Development of new advanced services (online) Integration between markets Incentives to entrepreneurship High competitiveness for SMEs The new entrepreneurial system favours the local business internationalisation and opening up towards foreign markets, thanks to increased exposure to multinational enterprises (made easier by the region’s increased attractiveness). High cooperation Higher knowledge sharing An ICT sector boosted ICT higher adoption and diffusion rates

  6. MAIN EFFECTS OF THE DBE MODEL ON REGIONAL DEVELOPMENT [3/4] Higher flexibility and specialisation Development of new advanced services (online) The new cooperation conditions between regional actors facilitate knowledge transfer from universities and R&D towards business. Integration between markets Incentives to entrepreneurship Entrepreneurial opportunities within the industrial fabric favour structural changes in the economic system and development of new high-tech and innovative sectors. High competitiveness for SMEs High cooperation Higher knowledge sharing An ICT sector boosted ICT higher adoption and diffusion rates

  7. MAIN EFFECTS OF THE DBE MODEL ON REGIONAL DEVELOPMENT [4/4] Higher flexibility and specialisation The new knowledge market favours the Knowledge Intensive Business Service (KIBS) establishment. These enterprises act as mediators between generic knowledge creators and users. These businesses optimize knowledge management and increase work force qualifications and skills. Development of new advanced services (online) Integration between markets Incentives to entrepreneurship High competitiveness for SMEs • Larger ICT use makes the system more efficient, because it improves: • business efficiency and competitiveness, thanks to improved business and trade relations management; • communication and cooperation between users; • access to knowledge and creation of a shared knowledge heritage.
