JASPERS Energy Sector Support • Hands-on support on Energy Projects • Sharing of European experiences & knowledge • Independent advice for cost savings in projects, e.g. through optimal dimensioning, selection of proven options, contract optimisation • Improvement of project documents for faster approval* • Support in removing hurdles & blocking points • Security of Supply Projects • Renewable Energy Projects • Waste-to-Energy Projects • Energy Contracts & Competition • Capacity building for MAs and beneficiaries • Energy transition • Energy Efficiency * During the 2007-2014 period, projects supported by JASPERS were in average approved by the EC four months faster than projects not supported by JASPERS

JASPERS Energy Efficiency Support • JASPERS may support implementation of Energy Efficiency (EE) in assisting the: • Assessment of level of implementation of national EE programmes and their absorption • Identification and resolution of key problems related to absorption of grants and loans • Redesign of support schemes including establishment of adequate grant rates, eligibility criteria, procedures, financial and economic models, objectives setting, results indicators, estimation of savings • Facilitation of reallocation of funds under Operational Programmes • Support in State Aid issues and development of model solutions for EE • Optimisation of energy audit methodologies • Market studies and business plans • Preparation of marketing materials (on the content side) • Design of Technical Assistance instruments, procedures and project implementation units • Facilitation of access to ELENA grants and bank (e.g. EIB) loans • EPC related: guidelines, model contracts, accounting issues • Hands-on support in solving problems, obstacles and hurdles based on European experiences • Further on-demand assistance

JASPERS Energy Efficiency Assignments • JASPERScompleted or ongoing Energy Efficiency (EE) assignments include: • Public buildings renovation scheme in Slovenia • Criteria for selection of EE investments in municipal school buildings in Bulgaria • Comprehensive thermo-modernisation of schools in Poland • Social housing retrofit Scheme in Ireland • Improving energy efficiency in 4 major public buildings in Belgrade / Serbia • Review of potential support mechanism to increase energy efficiency in public buildings in Latvia • Assistance in establishing an EPC scheme using support of Financial Instruments in Slovakia • Supporting energy efficiency investment projects with multiple funding schemes in Poland • Development of investment programme for residential buildings EE rehabilitation in Croatia • Reducing electricity consumption in households in Romania • Reducing energy consumption in industrial consumers in Romania • District heating rehabilitation and EE in Bucharest, Timisoara and 6 other cities in Romania • Energy efficiency in district heating in Zagreb and in 4 other cities in Croatia • Establishment of a heat cooperation system in south Budapest / Hungary • 30 more Energy Efficiency assignments in 11 countries

JASPERS Coal Regions in Transition Support JASPERS CRiT Assignments in Poland, Czech Republic and Slovakia: • JASPERShas prepared a standard methodology for screening of projects under CRiTthat could be applied for all corresponding regions. • Assignment for Poland • Perform assessment of projects in for compliance with the objectives of the Coal Regions in Transition initiative • Identify potential sources of financing and need for technical assistance • Provide recommendations on projects • Assignment for Czech Republic • Perform project screening for compliance with the objectives of theCoal Regions in Transition initiative • Advise on eligibility of the projects for ESI Funds, i.e. whether the project could be still financed under the relevant operational programme • Potential review of individual projects as relevant • Slovakia • Transport and energy projects in the upper Nitra region

JASPERS Coal Regions in Transition Support • The JASPERSstandard methodology for CRiT project screening consists of 2 stages: • Stage I – General Project Eligibility – Assessment: Pass / No pass • Criteria: • Location in a Coal Region in transition (NUTS2 with ongoing coal-mining activities) • Contribution to at least one of the following objectives • Structural transformation and diversification of the economy • Job creation and economic growth • Development of advanced technologies • Improvement of energy efficiency and transformation of energy systems • Smart urban development and resilience • Positive impact on environmental and climate change goals

Risk management • JASPERSProject Screening Report • General Project Eligibility, • Project Impact + Project Soundness, • in case of incomplete information: recommendations for completion, • identified options for further Project enhancement, • potential attention points (if any), • need + options for Technical Assistance, • financing options, • general conclusions + recommendations with the objective to make the Project “bankable” and/or eligible to grants
