Objectives of NHD Stewardship • To create a nationwide partnership to produce and maintain a single source of hydrography data that is as useful and reliable as possible. • The community of users become the stewards of the data. • The USGS facilitates the stewardship process. • The stewards/users evolve the data to best meet their needs. • The USGS guides the evolution for national continuity.

The Stewardship Agreement….. • Defines Stewardship for NHD – Purpose • Identifies participants at all levels • Clearly describes roles/responsibilities • Describes agreed-upon levels of service • Establishes timeframes for required actions • Defines NHD update process workflow • Defines and formalizes commitment to stewardship • Formalizes rules for who does what and when

  13. Status of Stewardship Agreements • Many states have signed NHD Stewardship Agreements. eg. • Minnesota • Pennsylvania • Kansas • Idaho • Arkansas • New York • Many other states have draft Agreements in-work.

Stewardship Concerns • Stewardship at this level never attempted before…..an experiment? • Stability of USGS NHD organization? • IT infrastructure and staffing at USGS needed to support NHD transactions? • Will state stewardship organizations fully engage this process? Funding? • Will the NHD database become further fragmented? • Is editing of the NHD too complex? • Will expectations of NHD users (eg. field level in BLM and USFS) be fully satisfied?

A Strategy for NHD Stewardship... • Needs to fit within the context of NHD implementation within our agencies and also on Framework data development efforts within our state. • Even with adoption of NHD by our agencies, we still need to participate in interagency state partnerships and develop effective Stewardship Agreements with the USGS.
