The GIP PRAO : a network of networks ? • 1 region • 17 professionnal networks or services(ANPE – AFPA - APEC – AGEFOS PME – OPCAREG – ASSEDIC – FONGECIF - BIJ-PIJ – CAP EMPLOI – Chambres consulaires – CIBC – CIF- CIDF – CIO – MIFE - ML-PAIO – POINT EMPLOI – SITES DE PROXIMITE) • 540 local structures •  to improve : • clarity • service offered to citizens • synergy between protagonists (to know and acknowledge) •  to maximise the efficiency of public funds

Some basics • to work in the outlook of Guidance throughout life • to take into account all the protagonists (State, Region, social partners, the 17 networks, parents , the interprofessionnal OPCA …) • a strong political will • to respect specificity of every network but foster cooperation with greater efficiency • a common objective: develop a common culture without making the services homogenous • a team made of networks profesionnals • The GIP as a Legal organization that respects the common will

  4. 3 GIP PRAO’s objectives 1- Develop information and analysis about training, employment, certification and guidance (CARIF – OREF) 2- support projects and guidance apparatuses fostering innovation and cooperation between networks 3- to promote shared professionnalization between guidance networks

Some lessons • To Work in networks : unnatural and demanding organization • The protagonists need to know each other before cooperating • Network managers: mediating roles • A common field : hard to find limits for practicians • Difficult Connection between political and praticians levels • A political will that needs to be constantly affirmed • The danger of turning networks into institutions • Contradiction between the guidance work as regarded by praticians and the will of efficiency from political authorities • The future of networking:the territory?
