  1. IAEA’s Integrated Infrastructure Activities Akira OMOTODirector, Division of Nuclear Powera.omoto@iaea.org

  2. Increasing Nr. of countries considering introduction/expansion of nuclear power Operating Considering WS, 2008 December

  3. Challenges of expansion - IAEA status and prospect report on nuclear power - • Safety and reliability • Economic competitiveness and financing • Public acceptance • Uranium resources • Fuel and waste management • Human and industrial resources • Proliferation risk and security • Infrastructures, especially in new countries WS, 2008 December

  4. IAEA’s assistance countries considering embarking on NP • IAEA is providing; • Guidance documents, review, workshops • Support for Member State’s own capacity building • Workshops - Introduction of NP(2006Dec), Milestone(2007Nov), Financing(2007Nov), Technology assessment(2007Oct, 2008 Nov) Assessment of Infrastructure(2008Dec) Role and responsibility of Supplier (2008July) Common User Consideration (2007 Nov, 2008 March, 2008 Nov) - Many regional & national workshops • Support through Technical Cooperation Projects In NENP: Current : 10 National + 2 Regional In 2009-11 : 39 National + 6 Regional • Inter-departmental coordination (NPSG) to assure coordinated response to its member states’ needs WS, 2008 December

  5. Topical area of IAEA support • Cover a wide variety of topics by mobilizing international experts • Review of draft Nuclear law • Regulatory framework and organization • Site survey, site evaluation • Human resources development plan • Review of Feasibility Study Bid specification and evaluation • Technology assessment • Owner/Operator’s competence building • Regulator’s competence building • Infrastructure status review • Integrated and comprehensive work plan for efficient/ effective capacity building • Rather than scattered TCP on selected issues WS, 2008 December

  6. Milestones in the development of infrastructure (2007 September) • Clarifies: • 19 major issues to consider in infrastructure building • Conditions to achieve the milestone for each issues • National Position Legal Framework • Regulatory Framework Radiation Protection • Financing Human Resource Development • Safeguards Security and Physical Protection • Emergency Planning Nuclear Fuel Cycle • Nuclear Waste Environmental Protection • Nuclear Safety Sites & Supporting Facilities • Stakeholder Involvement Electrical Grid • Management Industrial Involvement • Procurement • (Nuclear Energy Series NG-G-3.1) WS, 2008 December

  7. Infrastructure Phased approach using Milestones Declaration of interest in nuclear as an option ENEGY PLANNING Phase 1: 1-3 years Development of knowledge of commitment/obligation & Assessment viability of NP, national capability, what needs to be done Formal Intention To Implement Nuclear Power Program Phase 2: 3-7 years Start implementation of INFRASTRUCTURE BUILDING PLAN Invitation To Bids Issued Phase 3: 4-6 years First Project Contract Signed CONSTRUCTION of the FIRST NPP Ready for Criticality and Operational Testing Milestone 1 Milestone 2 Milestone 3 WS, 2008 December

  8. Infrastructure status evaluation (2008 November) • Self-assessment against milestone in an integrated manner - to identify what need to be done and areas of support from outside - for wise and effective investment • IAEA ‘s involvement could add values: a) objective view b) clarifying areas of further assistance from the Agency c) confidence building in the country and internationally • Important timing of assessment a) End of phase I or start of phase II b) End of phase II (before tendering bid) WS, 2008 December

  9. Not to replace existing IAEA assessment tools • Existing IAEA assessment tools especially applicable in phase III • Reference is made to these in “infrastructure evaluation” document • However, integrated assessment is important - interaction of 19 issues - no missing element WS, 2008 December

  10. Already-established Review Services by the Department of Nuclear Safety and Security IAEA Safety / Security Review Services Regulatory Framework and Activities • IRRS – Integrated Regulatory Review Service Operational Safety • OSART – Operational Safety Review Team • SEDO – Safety Evaluation of FC Facilities During Operation • SCART – Safety Culture Assessment Review Team Research Reactors • INSARR – Integrated Safety Assessment of Research Reactors Engineering and Technical Safety • DESAR – Design/Engineering/Safety Assessment Review Services Security • INSServ – International Nuclear Security Advisory Services • IPPAS – International Physical Protection Advisory Services WS, 2008 December

  11. Guidance documents in the pipeline • Improving Prospects for financing NPP Projects • Workforce Planning for new Nuclear Power programmes • NEPIO (Nuclear Energy Policy Implementation Organization) • Responsibilities and competences of the nuclear implementing organizations to initiate a nuclear program • Update of grid-interface guidance, as a part of Siting Document • Alternative Approaches for Contracting and Ownership • BOO, BO • Legal and institutional aspect of non-stationary reactor WS, 2008 December

  12. Addressing key challenges - Human Resources development - • Key issue in development of infrastructure • Time consuming • Need from phase I (20-30 staff in NEPIO) • IAEA assist in; • Providing guidance in education & training • Creation of HR development plan • Facilitate support to regional network (ANENT) • Training course, training material, and distance learning http://www-ns.iaea.org/training/ni/materials.asp#trainthetrainers http://entrac.iaea.org/ELibrary.aspx • Use underutilized RR for training of experts for newcomers (supported by RR coalitions and networks) WS, 2008 December

  13. Estimated manpower requirements at the peak during NPP project construction and commissioning WS, 2008 December

  14. MEPhI Networking for Nuclear Knowledge Management ANENT(Asian Network for Education in Nuclear Technology) • Since 2004 • Networking regional educational institutions • Fostering cooperation: harmonize curricula, prepare teaching material, enable Distance Long • 28 member institutions from 12 countries, and 5 collaborating organizations. http://www.anent-iaea.org India Korea Malaysia China Indonesia Australia The Philippines Sri Lanka Thailand Mongolia Pakistan Vietnam WNU ENEN ASNM ARCCNM WS, 2008 December

  15. Addressing key challenges - by international and regional cooperation - Potential exists for (regional) sharing; • Human resources development by establishing regional training centre by utilizing under-utilized RR • Grid interconnection • Local industrial capacity • Maintenance and In-service inspection • Models for national legal framework • Research and development • FC, Waste management and disposal etc Regional/international cooperation will be a key to successful expansion of NP WS, 2008 December TECDOC 1522 (2006 Oct)

  16. Summary More than 50 countries approached the IAEA for assistance 2. Key challenges in the expansion of nuclear power: identified 3. Integrated approach to address Infrastructure issues 4. HR development : key challenge 5. Regional/international cooperation for successful introduction/expansion of nuclear power programme WS, 2008 December
