Safe Schools Reporting Timeline • May 1: Data Verification Window Opens • June 28: Data Verification Window Closes • June 28: Superintendent verification of accuracy of safe schools data for each district due • June 28: Director of Special Education verification of special education discipline data due • July 1: KDE extracts Safe Schools data from IC Reporting Warehouse • July 15: Safe Schools data available for district and school review via secure School Report Card • July 31: District and school review of Safe Schools data must be complete Victoria Fields and Rae Burgess

Safe Schools Criteria • Behavior event of bullying/harassment, weapons, drugs, alcohol, tobacco, assault or violence regardless of resolution • Resolutions of In School Removal, Out of School Suspension, Expulsion with or without services, Corporal Punishment, Restraint, Seclusion, Interim Alternative Education Setting (Special education only)

  4. Data Verification - Errors The tasks below should be completed by the district Safe Schools Coordinator and also by the district Director of Special Education Generate Safe Schools error/warning report • Ensure ALL errors generated are resolved • ER01: State Resolutions – Missing Start/End Dates and /or Start/End Times • ER02: State Resolutions without a State Event Code • ER03: Events without a Participant • ER04: Behavior incident date outside of selected calendar(s) or enrollment(s) Victoria Fields Victoria Fields and Rae Burgess

Data Verification - Warnings The tasks below should be completed by the district Safe Schools Coordinator and also by the district Director of Special Education Generate Safe Schools error/warning report • Review warnings and resolve as appropriate • WA01: Out of School Suspension/attendance Dates and/or Times are Inconsistent • WA02: Restraint or Seclusion Resolution without corresponding Behavior Response • WA03: Student Behavior Resolution Start Date is not within a District Enrollment • WA05: Restraint or Seclusion Behavior Response without corresponding Resolution Victoria Fields Victoria Fields and Rae Burgess

Generate Extract Produce behavior records for school or district • Review data for accuracy • Data can be filtered by Sub_Report to review incidents by Violence, Drugs, Alcohol, Tobacco Harassment or Weapon • Review all incidents carefully, paying close attention to the following: • Assault especially at elementary level • Weapon in particular weapon type of handgun, shotgun/rifle and destructive device • Harassment incidents must have an harassment type Victoria Fields Victoria Fields and Rae Burgess

Resolutions • Resolutions to pay close attention to: • Expulsion without services • Removal (In-School and Out-of-School) of Special Education students for more than 10 days • Resolutions of Restraint (SSP7) and Seclusion (SSP8) must have corresponding Restraint or Seclusion Responses • Responses of Restraint or Seclusion must have corresponding Restraint (SSP7) or Seclusion (SSP8) resolutions Victoria Fields Victoria Fields and Rae Burgess

In School Removal | Change of Placement • If a student with an IEP is serving an In-School Removal and the Admission and Release Committee (ARC) determines a change of placement to alternative setting; the behavior resolution end date and time should be updated to the date/time the ARC made this determination. Resolution Fields • Suggestions for use of Resolution fields to ensure data quality: • Ensure state resolutions of SSP2: without services is not selected for students with disabilities • Ensure state resolutions of SSP5: corporal punishment are not used if this resolution is not part of board policy • Review start/end times to confirm accuracy of AM and PM designations • Review resolution length to ensure there are not lengths longer than the school year unless expulsion • Review resolution length to filter special education students with greater than 10 days for removal Victoria Fields and Rae Burgess

Validation of Data Accuracy • Superintendent and Director of Special Education (DoSE) must verify the district’s safety data is accurate by June 28th. • The superintendent survey will be sent to the Safe Schools Coordinator as listed via Person Role Manager/Open House • The DoSE survey will be sent to the Director of Special Education as listed via Person Role Manager/Open House Victoria Fields and Rae Burgess

Safe Schools Report Changes • Logic for the Homeless Status element reports from the enrollment that was active on the incident date • Logic for the Resolution Length element calculates to the 10th of a day • Based on resolution start and end time • Only counts days that are school/instructional days • Only calculated for state mapped resolutions Victoria Fields and Rae Burgess

Safe Schools Report Changes continued • Logic for Warning 1 (OSS resolution/attendance dates/times) has been updated to not trigger if the resolution time period overlaps a shortened day in the calendar. • If a day in the enrolled calendar has a Start Time or End Time populated for a date that overlaps the resolution, the warning will not be triggered. • Logic for Warning 3 (resolution not within district enrollment) has been updated to ignore resolutions that are not state-mapped • The Sub Report element has been updated to report an abbreviated description value, i.e., drugs, harassment, etc..   13. Safe Schools Report Changes continued • When an event is tied to multiple Harassment, Drug, or Weapons Types, the following elements will list each description separated by a semicolon: • Harassment Type • Drug Type • Weapon Type Victoria Fields and Rae Burgess

  14. Validate Behavior Set-up for 2019-20 • Any local event types added must have a appropriate state code selection (required but defaults to No State Violation) • All appropriate resolutions mapped to a state resolution code, i.e., In School Removals • All response types are mapped to a state response type Victoria Fields and Rae Burgess

  15. Data Standards and Resources • Share data standards and available resources with staff in district responsible for data entry of behavior and special education.
