Task 1: Characteristics of PA • Assessment of key characteristics of Member State’s public administration based on quantitative and qualitative data • Size of government & general government employment • Scope & structure of government (state system, multi-level, central government) • Key features of civil service system/HRM • Politico-administrative system and societal context of public administration • Indicator based assessment of government capacity & performance along 5 dimensions =>time comparison and EU 28 comparison. • A systematic screening of of additional indictors available in the EU MS • All country reports available • Total length of country reports and tables: 1136 pages • Synthesis report (to be published by the EC Sept/Oct) • “Full” report published by the EC end of the year
