OVERVIEW • Transport sector operational preparations covered by the presentation, more detail is available in the Travel Guide booklet, and the website www.findyourway2010.co.za; • A national command and call centre will serve as a central hub of coordination for transport operations, information management and risk assessment during the global sports event across the country, including host cities and provinces; • The command and call centre will serve as a central hub of coordination for transport operations, information management and risk assessment during the global sports event; • The centre will provide live real-time traffic and transport information that will also facilitate quick decision-making and responses to incidents; • Travellers will also be able to access relevant transport information through the call centre and the central website.

TRANSPORT INFO WEBSITE • Web Portal – “Find Your Way 2010” – Currently Operational • Interactive Portal which will update traffic and transport information 24 hours per day • The National Transport Call Centre agents will use the portal to provide real-time information to callers • The portal includes a face book and twitter application • Provides web links to multiple transport support areas • Fans can plan their trips and have real-time route and traffic info on host cities • Public can view real-time traffic routes around host cities • www.findyourway2010.co.za

COMMAND CENTRE • National Transport Command Centre – 1 June thru 31 July 2010 • 24 hour operation • Located in Gauteng • Receives real-time information via the JOC’s and PDMS • Send’s information to: • NATJOC • Web Portal • Call Centre • Has facilities for • Ministerial Support • Media Rooms • Video Conferencing • Meeting Rooms

INTERCITY BUS OPERATIONS • Department of Transport has appointed a service provider to administer the procurement, operation, and management of the inter-provincial and regional transport of spectators for the 2010 FIFA World Cup event; • Integrated service provided by both Commuter Busses and Midibus taxi vehicles • Contract was awarded and signed with the Successful Bidder namely ESC & The African Experience consortium on the 7 April 2010 • Consortium members currently operate in the tourism industry and have established operating infrastructure and facilities; • Taxi industry sub-contractors providing a fleet of midi-buses; • 110 commuter buses will be serviced from Autopax and the balance from the Industry; • Fleet usage dependent on demand that is generated for the service, and ticket sales.

INTERCITY BUS OPERATIONS The following Services are on offer • Inland • Pretoria, OR Tambo International Airport and Johannesburg hubs to and from Rustenburg, Polokwane, Mbombela and Bloemfontein; • Coastal • Knysna to Cape Town, via Wilderness, George and Mossel Bay, and vice versa; • Mossel Bay to Port Elizabeth, via George and Wilderness and vice versa; • East London to Port Elizabeth, via King William’s Town and Grahamstown and vice versa; • Richards Bay to and from Durban; • Wild Coast Sun to and from Durban • Pietermaritzburg to and from Durban • Prices range from R140 to R300 for a one way trip

PROGRESS MADE OME has already achieved the following since being appointed: • In the process of concluding a Bus Transport Agreement with Autopax • Scheduling of transport services is complete and ready to be loaded, awaiting Autopax clearance • Tickets will also be available through the Autopax (Translux/ City to City) booking system, and also through Computicket, Checkers/Shoprite Money Market counters; • Delivery of 570 Autopax buses on track; 110 commuter buses all delivered; • 377 semi lux buses delivered, the last buses to be delivered by 10 May 2010; • Driver Recruitment & Training: • 508 drivers contracted • 326 in final stages of recruitment • 245 drivers in training

  13. TEMPORARY FACILITIES • Siemens has been appointed to provide temporary terminal facilities at Bloemfontein and Port Elizabeth airports. • These two airports were are constrained from having sufficient terminal capacity to handle the match-day volumes. • These temporary facility structures have been utilised at previous global events for airports to increase processing capacity. • These temporary structures have the capacity to process 350 additional 350 passengers arriving or departing passengers per hour. • There will be additional airline and airport customer service staff deployed to man these temporary facilities

AIRPORT OPS PLAN UPDATE • ACSA has engaged the organising committee through established forum of bi-weekly meetings to share detail updates of planning. • On-going discussion with regards the provision of VIP facilities not within the State Protocol mandate • ACSA has commenced the training and roll-out of the customer care programme which includes identified various basic language training. • The customer care programme will include the FIFA volunteers selected to work at airports. • Final stages of negotiation with labour unions and the Department of Labour with regards exemption to ‘Basic conditions of employment act’. • Confirmed 24 hour airport operations at airports as per the confirmed match schedule. • Engagement with airport stakeholders to gear up for 24 hour operations has begun

AIRPORT OPS PLAN…2 • Fuel: • ACSA is currently a member of the Department of Energy task team established to ensure uninterrupted fuel supply during the event. • ACSA has undertaken a capacity supply and demand study with regards fuel consumption and available stock. • ACSA has sufficient capacity to STOCK fuel (capacity recently increased). The supply of Jet Fuel MUST be guaranteed over the world cup period • The task team is the overall custodian of ensuring supply to meet the demand.

VENUE TRANSPORT OPS PLANS Venue Transport Operational Plan update (VTOP’s): • The venue transport operational plans (VTOP’s), in conjunction with host cities been finalised • The VTOP’s have been revised as per the updated operational plans since the final draw on 4 Dec 2009. • ACSA is engaging with both public and private transport operators to finalise transport operations at airports • A task team has been established to agree on an operational document, which will be the guideline to landside operations during the event.

  18. GAUTRAIN BUS SERVICE DURING FWC Gautrain will offer a bus service to and from various strategic points specifically for and only during the FIFA World Cup. These include: • From OR Tambo to/from Sandton, Johannesburg CBD and Pretoria • From Lanseria airport to/from Pretoria and Sandton • From Sandton to/from Rosebank (Gautrain feeder service) • To and from Sandton station (Gautrain feeder service) • To and from Marlboro station (Gautrain feeder service) • To and from Rhodesfield station (Gautrain feeder service) The Gautrain rail service that will be operational for the FIFA World Cup is the link between OR Tambo and Sandton. The rest of the Gautrain route will be completed towards mid 2010.

GAUTRAIN BUS SERVICE OPERATIONS • All operating from 4 June 2010 – 14 July 2010 • From OR Tambo to/from Sandton, Johannesburg CBD and Pretoria • Operating from 05:00 to 21:00 • Frequency of 30 minutes per direction • Indicative fares of R100- R120 per trip • From Lanseria airport to/from Pretoria and Sandton • Operating during morning and afternoon peaks, from 05:00 to 09:00 and 15h00 to 19h00 • Frequency of 1hr per direction • Indicative fares of between R80- R120 per trip • From Sandton to/from Pretoria • Operating from 05:00 to 21:00 • Frequency of 1hr per direction • Indicative fare of R100 per trip

  25. 2010 Traffic Management Operations • Responsible for the coordination of traffic officer escorts for identified Fifa delegates. Procedures as follows: • Determining the number of vehicles to be used during the escort (e.g. Ratio 5:2) and there must be at least two officers per vehicle; • Ensuring that all vehicles are marked at least with decals on both sides; • All vehicles involved in escorting duties to be equipped with proper blue light and two way radio system; • Officers to be in full uniform and must have reflective jackets.

  26. 2010 Traffic Management Operations • Responsible for the coordination of visible traffic policing and roadside checkpoints, complying with instructions from NATJOC and PROVJOINTS: • Ensuring that effective visible patrols are conducted in and around host cities to ensure free flow of traffic throughout the event period; • Provincial and Local traffic departments to provide Traffic Officers to conduct roadside-checkpoints in all the strategic and identified routes. • Roadside-checkpoints to be conducted at identified and known areas of instability around FIFA stadiums and FIFA events; • Officers to be in full uniform and must have reflective jackets.

Procedures as follows: • Cordon off immediate vicinity and direct traffic in order to minimise obstructions, using the appropriate equipment and hand signals; • Apply procedures and protocols of accident/incident management; • Obtain and record information from appropriate people for investigation purposes; • Operations reliant on coordination of emergency and disaster management response teams

HOST CITIES TRANSPORT OPERATIONS • Each city will implement its own local transport plans for the event; • Following services being offered by most host cities: • Airport to City Centre Service: providing a link to the city centres, with onward travel by public transport, or metered taxi; • Park and Ride Services to the stadium: enabling spectators to park remotely and take a special bus, taxi or rail service to the stadium on match days; • Extended and Special Bus Service: serving the stadium, core city areas, and accommodation nodes; • Extended Rail Service: increased operation and late night services, including additional security measures; • Shuttle & Charter Transport Operators (pre-booked), Metered Taxi Fleets and Vehicle Rental Fleet: All these services also available privately in each city. • Most accommodation establishments do, upon request, arrange a shuttle from and to the airport, as well as to the city centre, stadium or closest park and ride. • Access to stadium is best by public transport shuttles, or pedestrian access (park and walk), as private vehicle access will be heavily restricted; • More information on road closures will be made available through websites, and the media (radio and print).

JOHANNESBURG • Airport (ORTIA and Lanseria) to Sandton Hub and City Centre Hub (Westgate) to be provided by the Gautrain Management Agency ; • Park and Ride Sites: Wits Campus, Constitution Hill, Gold Reef and Bez Valley (Ellis Park only) • Park and Walk Sites: Shareworld, Randshow Rd, Aeroton (for Soccer City), and Athlone Boys (for Ellis Park); • Rea Vaya BRT, MetroBus and Taxis: to service Wits Campus, Constitutional Hill, Westgate Hub, running on normal routes, and on dedicated lane in Commissioner Street; • Commuter Rail: Normal service to run as scheduled, with 19 additional, dedicated train sets for FWC games on 12 routes/corridors; • Soccer City-14 train sets • Ellis Park- 13 train sets • Loftus Versfeld- 14 train sets • Additional train shuttles for Jhb-Nasrec, Westgate-Nasrec and Westgate- Doornfontein • Use of Park and Ride/Walk facilities will be through a pre-booking system - mechanism still to be decided, info will be available through the websites

PRETORIA • Airport (ORTIA and Lanseria): to the Pretoria Main Station Hub to be provided by the Gautrain Management Agency ; shuttle service will also be available, on demand from Wonderboom Airport to City Centre; • Joburg/Pretoria Service: From Sandton Hub to Pretoria Main Station to be operated by the Gautrain Management Agency; • Park and Ride Sites: Univ. of Pretoria Sport Campus, Pretoria Sport Union • Park and Walk Sites: Pretoria Technical High School; • MetroBus and Taxi Shuttles: to provide transport from park and ride sites to the stadium and back, as well as from Pretoria Main Station, to the stadium and CBD accommodation hub; • Commuter Rail: Preferred mode to the stadium. Rissik station is less than 5 mins walk to stadium in a secure, dedicated walkway; • Loftus Versfeld- 14 additional train sets • Park and Ride services to operate from 4hrs before kick-off to 2 hours after game ends (no charge). • Other shuttle services, to operate from 06h00- 24h00, at a charge of between R12 to R25.

  33. POLOKWANE • Airport Shuttle: A service to be made available, on demand from Airport to city centre and to stadium; • Inner City Service: Ring Route shuttle covering Railway Station, SABC Park, Stadium/Fan Park, as well as Capricorn, Pietersburg and Tom Naude High Schools; • Central Transport Hub: Cnr Bodenstein and General Joubert Streets. All Intercity transport will come here, Walking Routes: Prioritised walking route along Bodenstein rd and down Landros Mare Str, for spectators to walk from Central Hub to Stadium and back. ; • Game Reserve Shuttle: from surrounding game reserves to the stadium to be provided on demand, controlled through a supervisor; • Park and Ride Sites: Northern Site (next to Airport), Southern Site (off the N1 South) • Bus and Taxi Shuttles: to provide transport from park and ride sites to the stadium and back, as well as from the airport, to the stadium and central transport hub; • Park and Ride services to operate from 08:00 to 00:00 (midnight) or 2 hours after game ends, whichever is the latest (no charge to ticketholders). • Other on-demand shuttle services, to carry a charge of between R10 and R20.

  34. RUSTENBURG • Airport Shuttle: A limited service from Pilanesburg Airport, on demand through minibus taxi operations; • Intercity bus service: Will go directly to the stadium precinct, to designated parking; • Bus and Taxi Shuttles: to provide transport from park and ride sites to the stadium and back, as well as from the Rustenburg Rail Station, to the stadium; • Central Transport Hub: Cnr Nelson Mandela and Oliver Tambo Streets. Service to be provided from here to the stadium ; • Park and Ride Sites: R104 South Site (close to the N4 intersection with R104), Phokeng North and Phokeng East (north and east of the stadium), and Olympia Park (in the city centre); • Park and Walk: Bafokeng High School; • Park and Ride services to operate from 3 hours before a match to 2 hours after game ends (no charge to ticket holders); • Other on-demand shuttle services, to carry costs as charged by the operator.

  35. BLOEMFONTEIN • Airport Shuttle: Service to operate from the airport, via the railway station, major accommodation nodes to the stadium; • Intercity Services: Rail to the Railway station, Bus to a site within stadium walking distance; • Park and Ride Sites: Baptist Church on Van Blerk Avenue and Bloemfontein Showgrounds; • Park and Walk Sites: Grey College and Fontein Street Parkade; • Bus and Taxi Shuttles: to provide transport from park and ride sites to the stadium and back, as well as an inner city shuttle route, with 16 stops, serving major accommodation and shopping nodes, railway station and the stadium; • Park and Ride services to operate from 4hrs before kick-off to 2 hours after game ends (for ticket holders); • Other shuttle services, to operate from 05:00 to 22:00 from 2 days before first to 2 days after the last match to be hosted in Bloemfontein (for ticket holders)

NELSPRUIT • Airport Shuttle: A public transport shuttle will operate from the airport to the Public Transport Hub in the city, and to the stadium on match days; • Inter-city services: Rail, Bus and Taxi to the Central PT Interchange, then onto local shuttle to the stadium; • Inner City Service: Will operate from PT Hub to Stadium or Fan Park, via the least congested routes, and back; • Game Reserve Shuttle: from surrounding game reserves to the stadium to be provided on demand, controlled through a supervisor; • Park and Ride Sites: Nelspruit Rugby Club, Nelspruit Showgrounds, Riverside Mall, Nelspruit High School Sports Ground, Nelspruit Primary School (only for Fan Park) • Bus and Taxi Shuttles: to provide transport from park and ride sites to the stadium and back, as well as from the airport, to the stadium and central public transport hub; • Park and Ride services to operate from 3 hours before kick off to 3 hours after game ends, (no charge to ticket holders). • Other shuttle services to operate on demand, with frequency increasing

CAPE TOWN • Airport Shuttle Service: A 24 hour service from the Cape Town Airport to the main transport hub (next to Cape Town Station), throughout the event; • Intercity Service: Bus /Rail service from outside Cape Town will go to Central Hub • Stadium Match Shuttle: From Central Transport Hub to the stadium on match days; • Inner City Service: From Central Hub around city’s main streets, Heerengracht, Coen Steyler, Long and Loop Street, supplemented by services to Queens Beach and Hout Bay; • Park and Ride Sites: Univ. of Cape Town, Camps Bay High School, Kronendal Primary School. To be served by the Hout Bay Shuttle Service • Commuter Rail: Backbone of Cape transport system, with 14 service lines, 119 statioons connecting to Cape Winelands District. • Existing services will extend operations to 02:00am daily during the event; • Major stations identified as Park and Ride locations, with additional security; • Stadium match shuttle to operate from 6hrs before kick-off to 4 hours after game ends (no charge), departing every 3 to 5 minutes, depending on demand. Inner city service operates 24hrs, Hout Bay and Queens Beach service until 2am (charge applicable).

  38. DURBAN • Airport Shuttle Service: to operate from King Shaka Airport, via accomodation zones north of Durban, the beachfront accommodation belt, and to the Central Transport Hub; • Inter-city services: Will be accommodated in the Central Transport Hub, spectators can take shuttle to the stadium or walk; • Stadium Match Shuttle: Spectators can take shuttle from Central Hub, Rail to Moses Mabhida station, or walk from city centre and beachfront accommodation on prioritised, colour coded and signed routes, with added security; • Inner City Service:People Mover buses along designated routes in the city; • Park and Ride Sites: Pavillion, Galleria and Gateway shopping centres • Commuter Rail: Moses Mabhida and Durban stations the main rail gateway for stadium and fan park respectively; • 13 key rail stations identified for Park and Rail, Walk to Rail and Feeder to rail; • Additional world cup branded train sets for match days (2 in, 2 out), with extended hours • Inner city service operating from 06:00 to 23:00, with 15 minute intervals; • Park and Ride services to operate from 09:00 to 03:00 the next morning

PORT ELIZABETH • Airport Shuttle Service: Service from Airport to stadium (match days), airport to beachfront hotel node, via the King’s Beach Transport Hub for event duration , and to the Fan Fest; • Inter-city services: Will be accommodated in the King’s Beach Transport Hub, spectators can take shuttle to the stadium or to accommodation node ; • Stadium Match Shuttle: from Beachfront Hotel facilities, and Park and Ride sites; • Inner City Service: Shuttle service will operate in Fan Fest precinct, linking the CBD in Govan Mbeki Avenue with Fan Fest in Rink Street via Parliament and Western Roads; • Park and Ride Sites: King’s Beach Parking (next to hub), St George’s Park (next to fan park), Andrew Rabie High School • Park and Walk Sites: Cilliers School playing fields • Commuter Rail: train services to North End Station (close to stadium) ; • Airport to Stadium service operational from 6 hours before kick-off and Airport to Beachfront service is a 24 hour operation, with pre-game peak from 6hrs before kick off; • Park and Ride services to operate from between 3 and 6 hrs before a game, to 3 hours after a match.

  40. GENERAL REMARKS • Transport Sector promoting a pro-public transport response, encouraging the use of public transport or park and rides, given the absence of parking at the stadium for general spectators; • OC and DoT finalising the stadium precinct mapping, to be available in website, showing limit of general access for vehicles, drop off/pick up points, mag & bag security lines and stadium turnstile banks; • Cities communicating locally on road restrictions, access restrictions to premises (businesses and residences), encouraging locals to leave work early on matchdays, to moderate traffic volumes;
