  5. Business Plan vs. Strategic Plan • This Business Plan is a long-term financial document. It quantifies how much Top 20 status will cost and the return on investment (ex., more degrees and research productivity). • The next Strategic Plan (for 2006–2009) will define specific measures of quality, establish strategic goals for excellence, and direct the allocation of resources across campus.
