National Seminar on Developing A Program for the Implementationof the2008 SNA and Supporting Statistics in Turkey 10 September 2013 / Ankara - Turkey • Seven agricultural censuses have been applied in Turkey so far, in 1927, 1950, 1963, 1970, 1980, 1991 and 2001. • 2001 GAC was planned as starting point of both EU harmonization and upgrading agricultural statistics, therefore 3 different studies were hold; which are:

National Seminar on Developing A Program for the Implementationof the2008 SNA and Supporting Statistics in Turkey 10 September 2013 / Ankara - Turkey • Agricultural Holdings List: All the villages and settlements having 25 000 and less inhabitants were covered and forms were filled by muhtars (head of village). • Village General Information Questionnaire: All the villages and settlements having 25 000 and less inhabitants were covered and forms are filled with muhtars by face to face interview. • Agricultural Holdings (Household) Questionnaire: Agricultural holdings in all villages and settlements having 5 000 and less inhabitants were covered and 50 000 sample selected holdings were interviewed by face to face.

National Seminar on Developing A Program for the Implementationof the2008 SNA and Supporting Statistics in Turkey 10 September 2013 / Ankara - Turkey Farmer Register System: The system that; • Established by MoFAL, • Data related to farmers’ address and agricultural activities can be registered, stored, updated, controlled, reported, monitored, • Agricultural supports can be applied, • Information interchange with other institutions and • Other examinations can be provided.

National Seminar on Developing A Program for the Implementationof the2008 SNA and Supporting Statistics in Turkey 10 September 2013 / Ankara - Turkey Agricultural Information System: The system that enables; • Grouping by activity type, • Storing, • Managing, • Integrated monitoring of institutional authorization and supervising process of data, documents and processes related to agricultural activities.

National Seminar on Developing A Program for the Implementationof the2008 SNA and Supporting Statistics in Turkey 10 September 2013 / Ankara - Turkey • It was decided that data obtained from FRS for 2014 production year, to be accepted as 2014 Agricultural Census. • Agricultural census and the project of MoFAL was combined and the protocol named “The Protocol on Implementing 2014 General Agricultural Census and Ensuring Sustainability of the Register System by Using Agricultural Information System” was signed between TurkStat and MoFAL on 28 June 2013.

National Seminar on Developing A Program for the Implementationof the2008 SNA and Supporting Statistics in Turkey 10 September 2013 / Ankara - Turkey Goals within the scope of the Protocol • Meeting the necessities of opening criteria of 11th Chapter entitled “Agriculture and Rural Development” and closing criteria of 18th Chapter entitled “Statistics”, • Obtaining updated frame of agricultural holdings, • Establishing national agricultural holding register system and ensuring it’s sustainability.

National Seminar on Developing A Program for the Implementationof the2008 SNA and Supporting Statistics in Turkey 10 September 2013 / Ankara - Turkey Goals within the scope of the Protocol (continued) • To register and update of basic variables of agricultural holdings in FRS form whether these variables are subject to subsidy or not, • To obtain basic variables of agricultural holding by using AIS with close cooperation between MoFAL and TurkStat, • To ensure the sustainability of the register system and accept the compiled data as the results of 2014 Agricultural Census.

National Seminar on Developing A Program for the Implementationof the2008 SNA and Supporting Statistics in Turkey 10 September 2013 / Ankara - Turkey Data Compiling • Base data to be used is spatial information of agricultural holdings engaged in agricultural activity is provided by MoFAL. Some part of this data was digitizatied by MoFAL and some part is provided by TLRCIS. Identity verification is provided from CPAS. • All the questions included in FRS form should be filled completely for 2014 production year (01 September 2013-30 August 2014) and then accepted by MoFAL staff.

National Seminar on Developing A Program for the Implementationof the2008 SNA and Supporting Statistics in Turkey 10 September 2013 / Ankara - Turkey • Data entry will be completed between 01 September 2013- 30 April 2014. • In order to register the agricultural holdings engaged in agricultural activity in 2014 production year but did not apply/could not apply to FRS, field study will be implemented between 30 April 2014-30 August 2014. All the questions in FRS form will be filled for these agricultural holdings.

National Seminar on Developing A Program for the Implementationof the2008 SNA and Supporting Statistics in Turkey 10 September 2013 / Ankara - Turkey • Data will be compiled by face to face interview at field study by province/district directorate staff of MoFAL, • Central and provincial staff will be assigned for accuracy, completeness and sustainability of the register system, • FRS is a direct payment system and based on a farmer. Results of agricultural census should be based on agricultural holdings . Therefore, conversion of data compiled by FRS based on “farmer” to “agricultural holding” will be ensured,

National Seminar on Developing A Program for the Implementationof the2008 SNA and Supporting Statistics in Turkey 10 September 2013 / Ankara - Turkey • Required measures will be taken by published or to be published legislations in order to ensure sustainability of the register system, • Introduction and informing meetings of the register system in provinces/districts will be hold on with the cooperation of TurkStat and MoFAL, • Technical assistance will be provided by TurkStat to province/district staff of MoFAL,

National Seminar on Developing A Program for the Implementationof the2008 SNA and Supporting Statistics in Turkey 10 September 2013 / Ankara - Turkey • Register results converted to agricultural holding will be sent to TurkStat the first week of every September, • Reporting system, that enables monitoring/controlling of present number of parcels and recorded number of parcels, will be established by TurkStat and MoFAL, • Analyzing and quality control studies of the register will be carried out, • For controlling product profile of the settlements, area sampling will be carried out.

National Seminar on Developing A Program for the Implementationof the2008 SNA and Supporting Statistics in Turkey 10 September 2013 / Ankara - Turkey Planned Activities • After 2014 Agricultural Census, by using the frame of agricultural holdings obtained during the census, the following 4 survey will be conducted: • 1) Agricultural Holdings Economic Structure Survey in 2015 • 2) Crop Production Survey in 2015 • 3) Livestock Survey in 2015 • 4) Farm Structure Survey in 2016
