Purpose of Policy • NGDC is reviewing its information management practices and moving towards a unified plan of record keeping that is consistent throughout The Data Center • NGDC strives to have a meaningful collection of scientific data for its intended user community and needs a policy in place to ensure that each dataset has an associated description record (metadata) that has the depth and breadth to achieve this goal. • In 1994, Executive Order 12906 required all new geospatial data collected or produced by Federal agencies to be made electronically available through the Federal Geographic Data Committee (FGDC) Clearinghouse Network using a defined metadata standard. The NGDC Metadata Policy is intended to assist data managers with how to work with this standard to ensue long-term relevance and accessibility of the data.

  3. Policies • NMMR is the metadata repository to be used at NGDC • Standard fields will be used for metadata content • What needs a metadata record? • All FGDC sections are applicable to NGDC datasets so they’re all mandatory! • Data managers are responsible for metadata records assigned to them

  4. NOAA Metadata Manager Repository (NMMR) The NMMR will be used to create new metadata using Remote Sensing Extensions (RSE) from the FGDC RSE schema. Over time, all existing metadata will be edited to include the RSE. http://www.ngdc.noaa.gov/metadata user name: guest password: guest

  12. What needs a metadata record? • Any data that is to be archived • Datasets offered for distribution

All FGDC sections are applicable to NGDC datasets Along with the seven sections of FGDC: Identification Info Data Quality Spatial Data Organization Spatial Reference Entity & Attribute Distribution info Metadata Reference Info The Remote Sensing Extensions offer: Platform and Mission Information Instrument Information Dataset hierarchies, metadata scope Algorithm and processing Georeferencing

  14. Data managers are responsible for their metadata records • Data managers have previously been named throughout NGDC • Metadata contacts within the metadata records will be these people • Creation and editing of metadata is now the responsibility of the data managers, there no longer exists a sole position in the data center for these duties • Validation will be accomplished by the data managers • Approval and publishing of all metadata records will be done through Karen Horan
