  3. WHAT IS ENUM? • ‘Electronic numbering’ or ‘electronic number mapping’ • IETF protocol that maps telephone numbers to domain names • Globally accessible telephone book indexed by number • Does not carry or set-up calls

  4. BENEFITS & OPPORTUNITIES • Simplified business card • Number for life • Called-party or calling-party settings • Improve interoperability of PSTN/IP: • access by phone • simpler addressing • Benefits for consumers/carriers: • toll bypass, new applications

  5. PRACTICAL OPERATION(1 of 3) • Person dials number • Number converted to domain name • reverse, add dots, add domain • For example: • 61 08 9963 6713 becomes • 3.1.7.6.3.6.9.9.8.1.6.e164.arpa

  6. PRACTICAL OPERATION(2 of 3) • Resulting domain stores addressing info for each service type • may provide options or set preferences • ENUM runs DNS query on domain: • valid record found, call proceeds over IP network • valid record not found, call routed to PSTN

  9. TRIAL OF ENUM SERVICES(1 of 2) • Interest identified • Context document: • framework and requirements re trial • will form part of ACA invitation (early 2004) • Start April/May 2004 – 12 months • Opt-in • Limited customer scope • No PSTN interconnection

  11. LAW ENFORCEMENT ISSUES • Access to emergency services • Interception of carriage services • Access to customer information

  12. EMERGENCY SERVICES • Calls made/received using existing services & equipment • No bearing on whether service falls within ‘SETS’ definition • No change to application of current rules • No adverse affect on access to emergency services

  13. INTERCEPTION • ENUM doesn’t carry traffic, set-up calls • All calls carried by CSPs on existing networks • No change to carriers/CSPs legislative obligations • No impact on agencies capacity to intercept communications

ACCESS TO CUSTOMER INFO • Telco Act rules apply to carriers/CSPs • Under ENUM: • still access info from carriers/CSPs • may not be able to access certain ‘ENUM-specific’ info due to status of registry/registrar • Available under existing warrant process • Shortfall acknowledged - will be subject to review
