  3. HISTORY • FEA/FCA is a functionality transferred from CRCT to ETMS/TSD. • CRCT is the Collaborative Routing Coordination Tool. • Developed by Mitre Corp. for the FAA • Used for analyzing traffic demand on any airspace ATCSCC ATT-240

To clarify route advisories issued by the ATCSCC and to incorporate Flow Constrained Area (FCA) procedures in route advisories. • EFFECTIVE DATE. This Notice is effective May 12, 2003. The Collaborative Decision Making (CDM) process has identified methods to improve routing advisories, as well as routing options, in response to constraints in the system. These procedures reflect recommendations from stakeholders based on the current software development. Many enhancements to these procedures are planned based on continued software development, information sharing, and additional recommendations. ATCSCC ATT-240

  7. FAA NOTICE 7210.542, Continued • POLICY. The operator should file or amend flight plans with the appropriate routes when the aircraft is 45 minutes or more from the proposed departure time. FAA facilities will enter reroutes for active flights, or flights less than 45 minutes from departure. Continued next slide. ATCSCC ATT-240

FAA NOTICE 7210.542, Continued • POLICY.(Continued) In accordance with Federal Air Regulations 121.533, 121.627, and 121.631, all operators have the right of refusal of a specific route and may elect an alternative. Alternatives include, but are not limited to, ground delay, diversion to another airport, or request to stay on filed route. Unless otherwise coordinated, the system stakeholders must complete required actions. ATCSCC ATT-240

An FEA should be used by system stakeholders to evaluate a potential constraint(s). ATCSCC ATT-240

The flight list is not available on all route advisories. When a flight list is available, the nomenclature /FL will be displayed on the title line of the advisory. ATCSCC ATT-240

Any route can be used that satisfies a set of defined parameters such as time, fix, or altitude. For example, a route would be allowed if it were north of a specified fix; • Unrestricted UPT. This indicates that any route is allowed that avoids the specified FCA. ATCSCC ATT-240

FAA NOTICE 7210.542, Continued • PROCEDURES.(Continued) • FAA facilities should avoid issuing reroutes and/or altitude changes for aircraft that display the remarks “FCA” except when operationally necessary. “FCA” shall be retained in the remarks section of the flight plan if the aircraft is moved due to weather, traffic, or other tactical reason. In these situations, every effort shall be made to ensure the aircraft is returned to the original filed route/altitude as soon as conditions warrant. ATCSCC ATT-240

  41. OVERVIEW • The Collaborative Routing Workgroup is in the process of developing a new tool for Traffic Management. The project is called “The Reroute Advisory Tool” or “RAT”. Planned implementation is for the severe weather season in the spring of 2003. The Reroute Advisory Tool (RAT) is currently in the testing phase for release in ETMS 7.6. RAT will provide flight specific, reroute information for ATCSCC issued reroutes. • The purpose of this briefing is to inform everyone about the spring 2003 implementation for RAT, what RAT is and how it works. ATCSCC ATT-240

  42. OVERVIEW Continued • The Reroute Advisory Team was formed with the goal of improving the clarity and usefulness of reroute advisories issued by the Air Traffic Control System Command Center. Among the activities of this team was to investigate how a list of flights, affected by a reroute advisory, could be appended to an advisory. This was identified as a high priority enhancement since it would go a long way toward removing ambiguity both for NAS users and FAA field personnel. ATCSCC ATT-240

  43. GOALS The following goals are identified for RAT capability in the summer of 2003. • Provide a list of aircraft to be included for reroutes, attached to an ATCSCC Reroute Advisory. This allows system users and FAA facilities common situational awareness for a reroute. • The flight list will be provided to system users and FAA facilities to accurately depict what flights are included in a reroute. This creates the opportunity for system users to participate in the pre-departure phase of the reroute process. ATCSCC ATT-240

  44. GOALS Continued • Develop the capability to parse flight specific, route specific information. This is a necessary first step towards the development of further automation tools. (“Parse” means to distribute the information to each airline that is specific to that airline.) • Create a machine readable advisory platform to support further automation enhancements. ATCSCC ATT-240

  45. IMPLEMENTATION • The implementation for “RAT” technology will commence with the release of ETMS 7.6. This release is currently scheduled for May 12, 2003. • Initial use of RAT will be limited to sending flight list advisories with Transcon Playbook Reroutes that have at least 1 hour of lead time prior to commencement of the reroute. This allows for users to participate in the process of Route planning. ATCSCC ATT-240

IMPLEMENTATION Continued • Inclusion of all Playbook routes into RAT advisories will proceed in late June or early July. • Expanded use of RAT will continue throughout the Summer to include all tactical reroutes. The speed of the implementation process will depend significantly on feedback received from FAA facilities and System Users. ATCSCC ATT-240

REROUTE CONCEPT Airborne vs. Non-Airborne flights • RAT technology differentiates between reroutes in the air, flights on the ground and a combination of both possibilities. • If a Playbook were being issued for departures to start in 2 hours in the future, then this would be a Non-Airborne reroute. REROUTE CONCEPTContinued • The concept is to capture flights and provide the required reroutes prior to departure. • If a Playbook were to commence with flights that have already departed or if a reroute is sent that moves traffic around a busy sector for 1 hour, then this illustrates an airborne reroute. • If the reroute were to capture flights immediately and run for an extended duration, this would apply to both Airborne and Non-Airborne reroutes.   49. HOW DOES THIS AFFECT THE REROUTE PROCESS? • Normal coordination will be conducted with the ATCSCC for a reroute. This coordination will include whether airborne flights are to be included in the advisory. • When a reroute advisory is received by a facility, a list of flights affected by the reroute will be attached. Facilities will receive a complete list of all included flights, regardless of the departure point of the flight. ATCSCC ATT-240

  50. HOW DOES THIS AFFECT THE REROUTE PROCESS? Continued • Facilities are requested to avoid entering reroutes to affected flights until 45 minutes prior to Proposed Gate Time Of Departure (PGTD). PGTD is included in the flight list. This provides the User time to plan for the reroute, recognize their role in the process and make the route amendment. • FAA facilities are responsible to ensure flights are on the required reroute prior to leaving their area of responsibility.
