  2. Review of Implementation of MDMS in Meghalaya (Primary + Upper Primary)(1.4.2017 to 31.03.2018) Part-1 Ministry of HRD, Govt. of India

Best Practices • Corpus Fund of Rs. 10 crores from State finance Department for smooth implementation of Mid Day Meal Scheme • E-Transfer of funds from State to all schools including payment of honorarium from State to Cooks account directly. • Kitchen gardens is being developed in 799 schools • Cooks Prepare and pack meals in lunch boxes and children pick it up during recess and have meals happily. (to avoid Mis happenings) • Awareness Campaign for publicity of MDMS through booklets & pamphlets on food safety & hygiene in school kitchens, Entitlements, MDM rules 2015 etc. • Community contributes vegetables, fruits, firewood etc. to schools for meals of the children

Main Issues from Appraisal • Social audit yet to be conducted as per MHRD Guidelines • Testing of food samples is yet to be done by the engaged Institute • 28% children yet to be screened under RBSK • Only 3% schools are using LPG fuel for Cooking MDM • Mismatch of data in MIS and AWP&B 2018-19. • Out of 11 districts, data for 8 districts have been ported on the AMS-MDM portal.

  5. Innovations etc. • It is proposed that the States and UTs may also be given flexibility to utilize, with prior approval of MHRD, 5% of their Annual Work Plan & Budget for new interventions provided they are not included under any of the Central or State Schemes and there is no overlapping of activities. This is subject to CCEA approval. • Some of the suggested innovation may be in the field of Water filters, kitchen gardens, provision of LPG connections, use of millets etc. These are only illustrative and not exhaustive. • Community participation. • Meetings of District committee headed by Dist. Collector- 27 Meetings
