National Authority for Scientific Research (NASR/ANCS) • Government’s specialized body with the mission to formulate, apply, coordinate, monitor and evaluate R&D and innovation policies, in accordance with the Government Strategy and Programmes • Fulfills the responsibilities and undertakes the attributes of the Ministry of Education, Research and Innovation (MERI) in the field of research, technological development and innovation • Host of NCP system (International Department) • FP7 Programme Committees and Steering Group HRM delegates • Bridgehead Organization in ERA-MORE/EURAXESS

National Authority for Scientific Research (NASR/ANCS) Implementation and Financing agencies under ANCS coordination: National Centre for Programmes Management (CNMP), which ensures the management for a part of the R&D programmes coordinated by ANCS and funded from national and international sources; Executive Unit for Financing Research in Universities (UEFISCSU), which in particular ensures the management of research programmes mostly addressing the development of scientific careers and increasing the research capacity in universities Management Agency for Scientific Research, Innovation and Technology Transfer (AMCSIT)which ensures the management and the marketing of scientific research, innovation and technology transfer in the field of engineering and other related fields.

The Romanian Mobility Centre (1) • FP6-2003-Mobility-Centres - Contract No. 513461 • Consortium: NASR – Coordinator UEFISCSU – Executive Agency for Higher Education and Research Funding CCIRB – Chamber of Commerce and Industry of Romania AR – Romanian Academy • Duration: 3 years • Budget: 200 000 Euros, for: personnel, equipments, portal development, trainings of personnel.

The Romanian Mobility Centre (2) • Documentation package for legal approval of the national structure (October 2005) • Mobility centres: two Chambers of Commerce, two research institutes, two universities and one SME • 3 training sessions for RCPs • awareness events promoting the network and Portal • Romanian Mobility Portal activities – subcontracted to a private company

  6. The Romanian Mobility Centre (3) • The mobility centers cover 7 regions of Romania • The 8th centre is located within the BHO in Bucharest (NASR) • www.eracareers.ro

The Romanian Mobility Centre (4) • 2008 – re-branding of the ERA-MORE Network - EURAXESS • the funding for the Romanian Mobility Centres ended, but the centres continued to function on voluntary bases • All RCPs signed the Declaration of Commitment to further offer free of charge, direct/indirect assistance to mobile researchers (and their families), comprehensive, up-to-date information, as well as customized assistance on all matters relating to professional and daily life. • EURAXESS counts for more than 200 service centres located in 35 European countries

National Plan for Research, Development and Innovation 2 (PN2) Increased importance of human resources in research = Human Resources component • Raising both the quantity and quality of the human resources in research • Raising the number of doctoral and post-doctoral studies for researchers • Raising research career attractiveness among university graduates • Reintegration grants for Romanian researchers abroad • Raising national and international mobility of researchers

CNCSIS/UEFISCSU - The National University Research Council • the main Romanian funding organization for university and postgraduate research programmes • Formerly administrated Module II (Human Resources) of CEEX • Presently administrates Programme 1 (Human Resources) and 3 (Ideas) of the 2nd National Plan for Research (PN2) • Has its own institutional bilateral agreements for mobility of researchers (ex. with USA and Germany)

Bilateral Agreements • Mainly provide for exchange of personnel between parties • The most important opportunity for international mobility open at national level • ANCS has a history over 40 years in bilateral cooperation, with more than 40 countries, nowadays having 19 active/in negotiations such agreements: Austria, Belgium, Bulgaria, China, Cyprus, England (British Council), France, Germany, Greece, Hungary, India, Japan, Korea, Slovenia, South Africa, Turkey, Ukraine

Scientific Visa or Directive 2005/71/CE • permission for third-country nationals to enter, stay and work in the European Union for more than three months for the purpose of carrying out a research project under a hosting agreement with a research organization. • aim to harmonize and accelerate national admission and visa procedures for non-EU researchers. • already transposed in 23/25 EU countries

Scientific Visa in Romania • Inter-ministerial group of experts was set up: Ministry of Education, Research and Youth and Ministry of Internal Affairs and Administrative Reform • Result of the consultation process: Directive 2005/71/CE was transposed in two legal instruments: • Government Emergency Ordinance OUG 194/2002, republished, concerning the regime of foreign citizens in Romania • Order no. 2414/October 2007 of the Minister of Education, Research and Youth on the approval procedure of the hosting agreement for third-country researchers carrying on research activities in Romania • Scientific visa will be granted on a shared competencies basis between the two implementing institutions: National Authority for Scientific Research (ANCS) and Romanian Office for Immigration (ORI) • Collaboration protocol to be signed this fall between ANCS and ORI

Conditions for admissionOUG 194/2002 Definition of the researcher (within the context): a third-country national holding an appropriate higher education qualification which gives access to doctoral programs • valid travel document • a hosting agreement signed between the research organization (R.O.) and the third-country national, subsequently approved by ANCS • the criminal record certificate, proving that he/she doesn’t pose a threat to public policy or public security • medical insurance

Order no. 2414/October 2007 • A 3-steps procedure to be followed: • Application for approval of the R.O. in the spirit of the Directive, submitted to the Romanian Academy, Branch Academies, National Council for Higher Education Research, Consultative Body for RDI, as appropriate • Approval for the purpose of the Directive of the R.O., issued by ANCS for a period of 5 years (the list of the approved R.O. will be published on our web site) • Approval by ANCS of the hosting agreement concluded between the R.O. and the third-country national • Specific formats for each step of the procedure are provided • Once the R.O. is approved, on its validity period, unlimited hosting agreements can be submitted

The hosting agreement at a glance (1) • General provisions: • researcher undertakes to complete the assumed tasks under a research project • R.O. undertakes to host the researcher for this purpose • Other requirements to be met: • relevant authorities in the R.O. have accepted the research project • researcher’s qualifications in the light of the research objectives • sufficient monthly resources to meet his/her expenses during the stay and the return travel costs • legal relationship between the two sides and working conditions of the researcher are subject to an individual contract/convention

  23. The hosting agreement at a glance (2) • 10 R&D organizations (7 universities of state and 3 National Research Institutes) authorized for the purpose of the Directive for 5 years • Incoming researchers from: Canada, Mexico, Maroco, India, Republic of Moldova, China, South Koreea, Bangladesh.
