Poverty and housing expenditures The Norwegian Action Plan to fight Poverty (“Tiltaksplan mot fattigdom”): • Poverty is defined as the fact that some persons have “such a low income, possibly combined with necessary expenditures connected to illness, disability, etc. that they for a longer period are deprived of their basic needs” • NOVA: Poverty is defined not only as a relative income level, but as income level combined with high and necessary expenditures (Bolig og levekår) • Housing expenditures are the most debiting of the private economies

The Strategy: performance targets The number of applications for eviction is to be reduced by 50%, and the number of actual evictions by 30% Nobody should be placed in temporary accommodation after release from prison Nobody should be placed in temporary accommodation after release from treatment in an institution Nobody shall be offered overnight shelter that does not meet the agreed quality standard Nobody shall reside for more than three months in temporary housing

Results 2007 Evictions reduced with 15 % from 2004 to 2007, applications for evictions with 22 % 3000 households received support/services in their housing situation 135 municipalities and 14 urban districts networking within the strategy The Housing Bank financing 180 projects 4% sleeping rough 1997, 1% in 2005 Improvements in homeless’ quality of life
