Background • Group Woods Hole and MSO Providence have yet to stand-up as Sector Southeastern New England • It is envisioned that the tactical planning process will be contained within the Response Department • In the interim Group Woods Hole and MSO Providence consult as necessary to undertake tactical planning • Challenges – Location (IMD/ENF)

  3. PWCS - LPG • LPG Ops – An interagency process complicated by the variability of the ship’s schedule. LPG transits are given highest priority regardless of HIV status • MSO convenes a I/A planning meeting where the availability of resources is discussed and the IAP is agreed upon • Participants: • CG Units • RI (SPD/DEM) • E Prov PD • Prov PD • Industry

  4. PWCS - LPG • Tactical planning involves • Platforms/Heavy Wx Boarding Plan • Boarding Team • Intel issues • Water-side Security • MS inspections & examinations • I/A security support • SAR coverage • Fatigue issues (Station) • Enforcement Division will continue the process upon Sector stand-up

PWCS - Other • HIV & Random Security Boardings (X2 HIVs per month; X4 randoms per month no pattern) • MSO screens incoming vessels daily • Score against HIV Targeting Matrix • Selects the vessels for random boardings • MSO submits a request via message to Group for platform/s and BTMs as needed • RSBs are selected based on multiple factors, including but not limited to five previous LPOC, HIV Matrix score, crew nationality (e.g. Annex VI), cargo, date of last CG security boarding, Intel, etc. • Duties moving to SIT watch upon Stand-up (MDA)

  6. PWCS - Other • Additional PWCS Ops - Based on Cruise Ship activity, ferry operations during the tourist season, surge Ops, and FIST/Intel recommendations • Ferry Escort Ops – Confined to summer tourist • season, preseason planning to meet ONS target • standards • Critical Infrastructure Patrols – Limited to 2 Stations; • Random patrols to meet ONS standards • Station discretion

  7. MLE – Joint Ops • Periodic Joint LE Operations with: • ICE • CBP • NOAA Fisheries • MA/RI SPD • DEM/MEP & Locals • Target ports and enforce laws & regs which fall under the purview of the participating agencies • Tactical planning as needed in advance of planned Ops to address UOF, Officer Safety, and Logistics

  8. LMR • Support of District surge/pulse Ops • Special requests D1 (dre) • Q4 – Blue Fin Tuna Ops (Safety & Compliance) • D1 Quarterly LMR Enforcement Emphasis Message (Threat/Vulnerability/Priority) • WPB support (CTU 44.1.1) • Station Discretion

RBS/ATON/DOM ICE • RBS - At the discretion of the individual Stations • ATON – Based on service schedule and discrepancy response • DOM ICE – Severe ice conditions require planning • D1 • COTP • Units • ACOE • Stakeholders • Priorities (Islands & Canal) • Envision Waterways Div will inherit Dom Ice mission
