Title III Overview Purpose of Title III • The purpose of Title III is to ensure English Learners develop English proficiency and meet the same academic content and academic achievement standards that all students are expected to meet. • Districts must use these funds for: • Improving instruction in language acquisition • Improving core content instruction • Engaging parent/community members

  4. EL Program Guide • ODE staff have provided an EL Program Guide to assist districts with their program of service for ELs. • The EL Program Guide is a living document, subject to updates as additional guidance becomes available. • Program guide web link

Title III Required Documents List • In order for districts to prepare and maintain appropriate documentation for Title III, a list of required documents is provided. • Required documents link • ODE contracts with TransAct (www.transact.com) to provide Oregon districts templates for required documents. ODE staff review the documents annually to ensure compliance.

District Applications • ODE has district applications launched from the ODE district secure web site. • https://district.ode.state.or.us/home/ • Your District Security Administrator can assign permissions to the district applications. • ODE secure file transfer: a tool available to securely send and receive information from ODE. • https://district.ode.state.or.us/apps/xfers/

District Applications • The following is a list of applications that may be helpful: • Consolidated Collections • EL Collection (Fall and Spring) • Recent Arrivers Collection • Achievement Data Insight • Student Centered Staging • State assessment results • CIP Budget Narrative • Submission of federal grant requests • EGrant Management System (EGMS) • Submission of grant claims

  13. Data Collections Title III has two federally-required data collections: • EL Collection: • Count of all identified EL students enrolled at anytime during the school year by district. (this includes served and waiver ELs) • Count of all students assessed but found ineligible to receive EL services due to academic English proficiency. • Count of all monitored and former ELs enrolled in the district. • Count of all potential ELs enrolled in the district • Fall EL collection • Spring EL collection

  14. Data Collections cont. 2. Recent Arrivers: Count of all students who meet the federal definition of “immigrant”. • Born outside the US, and • Educated in the US for fewer than 3 cumulative years.

  15. What is the Definition of Recent Arriver? • Born in the US • If no, student may be a recent arriver. • If yes, student is not a recent arriver. • Length of time educated in the US • If length of time is less than three (3) cumulative school years, AND • Student was not born in US, then student is included in this data collection. • If length of time is greater than three (3) cumulative school years, then student is not included in this data collection regardless of where the student was born.
