What have the trustees been doing? • Coordinating w/EPA/ACOE/OMR on remedy/restoration • Formed a Trustee Council: policy/strategy/mgmt • Gathering and synthesizing information (databases, posters, etc.) • Drafting a Preassessment Screen (PAS), Preliminary Estimate of Damages (PED), and NRDA plan • Initial restoration planning • Discussing potential for a cooperative assessment w/potentially responsible parties

  3. Hazardous Substance Release Response Restoration The Process NRDA/Restoration Process: Preassessment (PAS/PED/NRDA Plan) Injury Assessment Damages Claim* Restoration Planning Settlement or Litigation Restoration Implementation *Primary plus compensatory restoration plus cost of assessment

  4. NRDA Process (cont.) • Preassessment Screen (PAS) • Purpose: should the trustees proceed w/a NRDA? • Haz. Substance Release? • Injured resources? • Viable PRPs? • Remediation? • Cost of assessment > damages? • Status: routing for signature

  5. Preliminary Estimate of Damages (PED) • Purpose: internal screening to determine likely categories of injury, and estimated amount/type of restoration required. • Help identify: • contaminants of potential concern • data gaps • priorities NRDA Process (cont.)
