Sustainable Procurement Steering Committee Principles • Act on behalf of and in the interest of ADSG membership • Act collaboratively • Decide collectively • Exercise decisions through Technical Advisor (Programme/Project Manager) • Focus mainly on ‘outcomes’ rather than ‘activities’ • Apply sustainability principles

SC TOR Responsibilities 1 • take responsibility for the feasibility, business case and the achievement of outcomes of the overall project. • monitor and review the work-streams as well as provide oversight of the project deliverable rollout. • provides a stabilizing influence so organizational concepts and directions are established and maintained with a visionary view. • provides insight on long-term strategies in support of any legislative mandates.

The ADSG Sustainable Procurement Flagship Programme Steering Committee Made up of senior representatives from ADSG member and non- member organisations with relevant technical and strategy/policy level experience. Works Stream-2 Leader Policy Advocacy & Think Tank Work Stream-3 Leader The Convener Work Stream-1 Leader Technical Service Provider Outreach Coordinator

  5. SC TOR Responsibilities 2 • ensure stakeholder objectives are being adequately addressed and the project remains under control. In practice these responsibilities are carried out by performing the following functions: • Monitoring and review of the project at regular Steering Committee meetings; • Controlling project scope as emergent issues force changes to be considered, ensuring that scope aligns with the agreed business requirements of project owner and key stakeholder groups; • Resolving project conflicts and disputes, reconciling differences of opinion and approach; • Formal acceptance of project deliverables.

SC TOR Responsibilities 3 • Identifying the project vision and objectives; • Defining the complete scope of the project; • Listing and specifying all of the critical project deliverables; • Assigning the key roles and their responsibilities; • Creating an organizational structure for the project; • Documenting the overall implementation plan; • Managing any risks, issues and assumptions.

  7. Resourcing ICLEI Focusing on the work streams, below is a list of ideas/ support we could offer. Stream 1:•    ICLEI can offer dedicated technical support on the design and implementation of sustainable procurement strategies and policies. We have done this for UNEP, the European Commission and many regional and local authorities.•    We can undertake market analysis of products and services – usually with some support of local organisations.•    We can develop national guidance material and a training toolkit which can be adapted to suit individual authorities. We have recently developed guidance and training for all 27 Member States of the European Union. We can set up and run train-the-trainer sessions to ensure that expertise is developed in the country.Stream 2: •    ICLEI could facilitate a legal analysis for the preparation of a national sustainable procurement strategies and policies. With some preliminary preparation work and input from in-country organisations it would be possible for us to provide expert input and advice on the development of a legal framework. We have been closely working with the Commission to develop guidance that fits in with the legal framework of Europe. •    We also have many years of experience of developing policy briefs, fact sheets and position papers.Stream 3:•    Through our EcoProcura series (www.ecoprocura.eu) of conferences and Procura+ campaign (www.procuraplus.org), we have many years experience of convening and facilitating events on sustainable procurement.  We have done this at an international and national level. We have also undertaken many national SPP workshops to raise awareness and encourage the development of SPP in countries. More importantly we have done this with high-level delegates and both politicians and practitioners.•    We could set up a secretariat/team that could facilitate not just stream 3 but the whole process.  My initial thoughts are that ICLEI could set up and manage an implementation task force to undertake a lot of this work consisting of different experts such as legal, technical, training, policy and strategy experts. ICLEI could develop a structured implementation plan based on the Steering Group’s wishes and the phase one work developed so far ICLEI can also bring in various practitioners that have, or are currently, undertaking the type of work you are also developing e.g. from the European Commission, international agencies, national, local and regional governments and public authorities from around the world to provide their expertise and practical knowledge. This would cover both the development of strategies at the national level to implementation at the local level. We have many experts already in-house and we can easily bring in key experts for specific areas if required. Due to the nature of the work and the Flagship programme, I would suggest a face-to-face meeting to discuss this in more depth. This will also allow me to explain in more detail what ICLEI can offer and present ICLEI’s experiences and what is happening elsewhere in the world. Following this I could then develop a more detailed proposal.Kind regardsMark

Resourcing IISD • IISD would certainly be interested to be an advisor and provide further technical support moving forward.  I would be happy to ring you to discuss options on this.  Needless to say that we would require that our time and costs be covered. • In raising the profile and funding raising opportunities for the SP flagship programme you might possibly look to building up links with IRENA, WEF, the Global Green Growth Initiative etc. • Indeed ICLEI might be a good link though ICLEI country offices have very different areas of expertise from one geography to another.   And some country people are better than others.  I don’t know if the people in Abu Dhabi are any good.  But they are worth a try.
