Commercial Operations Subcommittee (COPS) Update to TAC 2/25/2016

Market Data Working Group (MDWG) Schedule: • 12/9/2015 – COPS approved the creation of the MDWG • 1/13/2016 – COPS approved the MDWG Scope • 1/26/2016 – MDWG elected Leadership • 2/10/2016 – COPS approved revised MDWG Scope; - COPS confirmed MDWG Leadership and voted to disband the MISUG - COPS voted to submit COPMGRR042, COPS Organizational Structure, Creation of MDWG (Addresses format and content of data posted for Market Participants) • 2/25/2016 –TAC to consider revised COPS Procedures document, removing the MISUG and adding the MDWG

Market Data Working Group (MDWG) MDWG Revised Scope The Market Data Working Group (MDWG), reporting to Commercial Operations Subcommittee (COPS), provides a forum for discussion, input, and comment on the resolution of market data transparency issues related to Market Information System (MIS), External Web Services (EWS), and User Interface (UI)/extract/report changes.

TAC VOTING Items 2. 2016 COPS Goals • Maintain settlements stability in alignment with Protocol Section 8.2, ERCOT Performance Monitoring (2) Paragraphs (c), Settlement Stability and (g) Load Uplift Amounts • Improve Commercial Operations processes to accommodate changes in the ERCOT Market design • Work with ERCOT staff to develop Market improvements and Protocols that support increased Commercial Operations data transparency and data availability • Maintain and update the Commercial Operations Market Guide and the Nodal Settlements Handbook • Work with ERCOT staff and Transmission and Distribution Service Provider staff to address issues and facilitate improvements to market rules pertaining to load profiling as reflected in the ERCOT Protocols and the Load Profiling Guide • Perform Retail Load Profiling Annual Validation • Work with ERCOT staff to review Market Communications/Notifications and identify process improvements • Work with ERCOT staff to implement improvements to the Market Information System (MIS) and External Web Services (EWS) and market data access for market participants, information security classifications, data extracts and Commercial Operations reports

  8. ERCOT Update 2015 4th Quarter Non-Registered DG Installed Capacity • North Load Zone increased by 0.753 MW since 2015 3rd Quarter • 1 NOIE Added 0.18 MW • 4 Competitive Added 0.703 MW • 1 Competitive Dropped (No prior 12 month export) - 0.130 MW

ERCOT Update Presented for Discussion: NPRR753 and RMGRR134, Allow AMS Data Submittal Process for TDSP-Read Non-Modeled Generators These Revision Requests provide for the option of using the existing AMS data submittal process for all TDSP-read Non-Modeled Generators and specifically add the existing requirement of an IDR Meter for Block Load Transfer (BLT) metering points registered for Settlements in accordance with Protocol Section 6.5.9.5.1, Registration and Posting of BLT Points. • Non-Modeled Generators are requesting installation of ERCOT-Polled Settlement (EPS) Meters to ensure their generation energy flows are reflected in their RTM Initial Statement. • Allowing the option for the TDSP to use the AMS data submittal process for Non-Modeled Generators is a market enhancement that creates the opportunity for increased market efficiencies and allows the generation data to be included in Initial Settlements.

Profiling Working Group (PWG) • Zip Code Analysis Project • ERCOT discovered variations between Zip Codes in their system and the United States Postal Service • ERCOT is undergoing discussions with the TDSPs to determine reconciliation process • PWG will work with ERCOT on reconciliation effort and will work with ERCOT to determine if this needs to be an on-going effort • Protocol Compliance Reporting • Reporting will include requirements such as Annual Validation and Weather Sensitivity Responsiveness • PWG will add Protocol language to give ERCOT clear direction on reporting compliance and non-compliance • Load Profiling Guide (LPG) Review • PWG will submit an NPRR for Protocol Section 18, Load Profiling, and an LPGRR for the Load Profiling Guide in tandem; Target Spring 2016

Market Data Working Group (MDWG) • Review of Market Data Transparency SLA • COPS requested high level notification of wide-spread MIS and EWS unplanned outages • MISUG/MDWG will work with ERCOT • Disclosure Data User Guides Review and Re-write • Draft available for review on the MISUG webpage • NOGRR084 – Daily Grid Operations Report • Language under ERCOT internal review • Next step: New NOGRR and IA will be prepared • External Web Services (EWS) • Establish EWS Modification as a project (looking for sponsorship) • Developing Business Case and Performing Cost Benefit Analysis • Develop quick start guide for Market Participants • Open source version of API

Market Data Working Group (MDWG) • Load Forecast Distribution Factors Report Change (NPRR754, Revise Load Distribution Factors Report Posting Frequency) • Currently published hourly (950,000 rows; 40 MB) • ERCOT to publish report only when there is a change (~12 times/year) • Report will be available to pull every day at 6 a.m. for automatic downloading • ERCOT will send a notification for MPs planning to download manually • NPRR754 tabled at PRS for further review of proposed posting process • 60-Day Disclosure Data • Data in the offer curves is published as zero when should be null • Fix under development; Target implementation early 2016
