No agreed upon definition 12 throughout the U.S. (many are relatively new; started in Seattle & San Jose in 1993) Initially created as a compromise between PDs and citizens over creation of CRBs Primary purpose: review department policies and procedures to provide recommendations and transparency

  6. Auditors vs CRBs How are auditors different from civilian review boards? Auditors don’t investigate citizen complaints Auditors have a much broader scope

  7. Auditors vs other accountability mechanisms Why might the auditor model be more successful than CRBs, Blue-ribbon commissions, or court-appointed monitors? Auditors focus squarely on organizational change Auditors have potential to ensure long-term accountability

  8. Limitations of the Auditor What are they? Degree of independence from the department, either real or perceived Policy recommendations don’t have to be adopted Auditor position relies on diligence, so appointments must be made with care How does one hold auditors accountable?
