  3. Public Library Structure • 10 library systems • 306 public libraries with 600 FTEs • 4 million items • 290 local library boards (appointed by municipalities) • Approximately 2,500 library trustees

  4. Historical Context • 1965-73 regional libraries are formed; interlibrary loan and reciprocal borrowing policies are developed • 1967 Library Inquiry Committee Report Provincial Library is mandated to play a central role in interlibrary loan and public library development • 1996 Public Library Act, builds on principles for a provincial public library system

Principles for a Provincial Public Library System • Built on culture of culture of co-operation, commitment to equity across the province • Philosophical commitment to equity—trustees • Limited resources without sharing • Equitable sharing • Public demand/expectations for access to all library resources

Technology Supports Access • 2001 Gateway, Z-39.50 search portal for all SK public libraries is established • 2003 Resource Sharing System (RSS) software for province-wide interlibrary loans • 2003 Remote Patron Authentication (RPA) allows patron-initiated interlibrary loans and home users access to electronic resources.

  7. 11 Public Library Systems Before SILS

Provincial Funding Achieved • 2006 public libraries develop a strategic plan to implement a single integrated library system • 2007 provincial election – change in government • 2008 Ministry of Education funding for SILS is granted – $5.2 million over 4 years • 2009-2010 implementation of single catalogue and shared database in 10 public library systems and Provincial Library & Literacy Office

Former Interlibrary Loan (ILLO) Structure • Followed ISO 10160/10161 standards for ILLOs between systems • Protocols balanced the number of items borrowed vs. the number loaned for partner libraries • ILLOs were filled in sequence - geographically • Supported by Provincial Library using Resource Sharing System software

  13. New Interlibrary Loan (ILLO) Structure • In-province public library ILLOs are treated as HOLDS • ILLOs are filled in using a geographic order • Van delivery allows loaning of A/V materials that are not covered by the Library Book Rate • Balance the number of items borrowed vs. the number loaned for partner libraries • Large urban libraries have notseen large imbalances in interlibrary loans.
