NEED FOR THE PROJECT • FTA MAIN FUNDING PARTNER IN MANY STATES AND BASIC UNDERSTANDING OF THEIR ROLE IS A CRITICAL KNOWLEDGE FOUNDATION • RETIREMENT OF SENIOR TRANSIT STAFF • TURN OVER AT STATE DOT’S AND LOCAL TRANSIT PROVIDERS • NEW STAFF HAVING LITTLE OR NO PUBLIC TRANSPORTATION KNOWLEDGE OR EXPERIENCE • NOTHING OFFERED BY FTA OR NATIONAL TRANSIT INSTITUTE
