  32. CONCLUSSIONS • Libraries are expensive. No studies about return on investment • Libraries are beginning to be worried about costs and that will improve management • FECYT, REBIUN and Consortia negotiate prices and services on its own, and that facilitates more equal access to resources • OAIs and open access journals are spreading along institutions. Some libraries are helping in digital edition • Consortia and REBIUN OAIs are starting to move forward, with financial aid from Institutions • At this point, researchers publish in subject OAIs mainly: REPEC, NEREUS... • Spanish University libraries are moving to a new model: CRAI • In spanish libraries, budgets have gone up, users have gone down but they are using library services much more intensively, mainly visits and digital collection. • Access to digital information is possible due to central and regional financing.
