About Project Transfer • Formed in April 2006 • Aim: Improve Procedures for Journals Transferring Between Publishers • Contributions from Librarians, Publishers and Agents/Intermediaries and Aggregators • Aim: to prevent messages to Lis-E-Journals, for example…! Phase 1: Code of Conduct • Extensive drafting and consultation over a 3 month period • Launched on 16 April 2007 at UKSG Annual Conference • Aim: to achieve a commitment from all publishers to support the work of Transfer and to improve publishers’ internal systems and processes, in order to ensure that end-users and librarians enjoy continued access to electronic content We do realise that this will take time and is not easy, but we wanted to start somewhere… UKSG Briefing Session 16-18 April 2007

  9. Roles & Responsibilities:transferring publisher • Access to title • Continue to provide access to subscribers for at least 6 months after transfer • Apply to all journal contract transfers after 1st January 2008 UKSG Briefing Session 16-18 April 2007

  10. Roles & Responsibilities:transferring publisher • Subscription List • To be made available to the receiving publisher • Immediately after contract is signed OR 4 months prior to effective transfer date UKSG Briefing Session 16-18 April 2007

Roles & Responsibilities: transferring publisher • Born digital (recent) archive–current : Mandatory • Rights to the digital files will be transferred to the society or publisher for the ‘Born Digital’ journal content • Where rights are owned by the transferring society or publisher, they will make available all digital files in their possession at time of signing for no additional cost UKSG Briefing Session 16-18 April 2007

Roles & Responsibilities: transferring publisher • Digitized archive (backfile/legacy): Mandatory • Rights to the digital files will be transferred to the society or publisher for the ‘Digitised Archive’ journal content • Where rights are owned by the transferring publisher, they will make available all digital files in their possession at time of signing (for an agreed cost.) Roles & Responsibilities: transferring publisher • Communication – Mandatory • Communicate to subscribers at least 3 months before the effective transfer date • Insert text on journal home page: This journal will no longer be published by <publisher name> as of <year>. Roles & Responsibilities: transferring publisher • DOI name ownership – Mandatory • Each transferring publisher will actively sign over DOI names to the receiving publisher following the CrossRef DOI Ownership Transfer Policy. http://www.crossref.org/02publishers/61ownership.html UKSG Briefing Session 16-18 April 2007

  16. Roles & Responsibilities: transferring publisher • Transfer Web Service – Mandatory • Add all relevant key data onto the Transfer database • The database is still in development • Web –based, freely accessible • RFP expected September 2007 UKSG Briefing Session 16-18 April 2007

Roles & Responsibilities:receiving publisher • Distribution rights • The rights owner (society or publisher) will grant non-exclusive distribution rights to the transferring publisher • To allow the transferring publisher to continue to provide access for at least 6 months after journal transfer UKSG Briefing Session 16-18 April 2007

  18. Roles & Responsibilities:receiving publisher • Access to the title • Will make the journal content freely available on their journals website for at least one month after the effective transfer date. UKSG Briefing Session 16-18 April 2007

  19. Roles & Responsibilities:receiving publisher • Subscription list – Mandatory • On receipt of the subscriptions lists the receiving publisher will continue to grant access, honouring prior access commitments UKSG Briefing Session 16-18 April 2007

Roles & Responsibilities:receiving publisher • DOI name ownership – Mandatory • Each receiving publisher will ensure transfer of DOI names for archive content • Transfer recommends that publishers do not assign new DOI’s when they acquire content but update the existing DOI names to resolve to the new location according to CrossRef policy http://www.crossref.org/02publishers/61ownership.html UKSG Briefing Session 16-18 April 2007

Phase 3: Transfer Database • An online resource which tracks and lists journal transfer data • Data components have been identified: • Bibliographic • Location • Format • Subscriptions data • Estimation of costs • Funding model: sponsorship/advertising • Timeframe: RFP September 2007 UKSG Briefing Session 16-18 April 2007

How to use Transfer as a tool • For Publishers • Encourage societies to update journal contracts • Persuade stubborn societies to apply best practice • PR: Use Transfer logo to demonstrate compliancy and best practice • For Librarians • Ensure consistent access to users • Improve renewal period and processes • Insist on Transfer compliancy in your publisher agreements and license terms UKSG Briefing Session 16-18 April 2007
