Transmission Inspections, Maintenance & Repairs Completed in 2007 • Above ground inspections – 3,909 structures • Groundline inspections – 3,639 structures • Includes performing wind loading analysis on structures with joint use attachments • Wind load screening was performed on 1,013 structures with joint use attachments Identified 565 structures for replacement • 723 structures passed the wind load screening • Comprehensive wind load analysis is in progress on the remaining 290 structures • Replaced 397 structures • Replaced 127 sets of insulators

Transmission Inspections, Maintenance & Repairs 2008 activity • Above ground inspections – 3,784 structures • Groundline inspections – 3,412 structures • Includes performing wind loading analysis on structures with joint use attachments • Wind load screening is estimated to be required on 949 structures with joint use attachments • IR Helicopter Patrol completed • Ground patrols of critical transmission circuits completed by peak of storm season • Remaining transmission circuits patrolled by end of year • Replaced 252 structures • Replaced 33 sets of insulators

Distribution Inspections, Maintenance & Repairs Wood pole inspection program • Performed 49,893 groundline pole inspections in 2007 • Estimated 38,205 groundline pole inspections by Sept 2008 • Includes performing wind loading analysis on structures with joint use attachments • Reinforced 1523 poles and replaced 1536poles in 2007 • Completed 213 maintenance/structural repairs (down guys, anchors, etc.) • Plan to complete engineering by end of 2008 and all repairs by June 2009 for 2008 inspections

Vegetation Management • Transitioning to a three year tree trim cycle for all distribution feeders and laterals • Special emphasis on critical trimming in areas identified by reliability base methodology • All hot spot trimming on high priority circuits completed by peak hurricane season • Trimmed 363 miles of distribution feeder and 945 miles of laterals in 2007 • Transmission system patrolled semi-annually for critical 69kV, 138kV and 230kV circuits

Hardening Initiatives • Tampa Electric’s 2007-2009 Storm Hardening Plan approved – December 28 • Distribution construction standard - NESC Grade B • 50% stronger than NESC minimum • 2007 Activities • Underground four overhead distribution interstate crossings • Completed most of the engineering design to convert remaining 4 kV circuits to the standard 13 kV • Nine network protectors were tested and inspected • Extreme Wind Pilot Hardening Projects • Completed most of the engineering design Phase 1 Port of Tampa

Forensic Data Collection Plans • Consultant under contract to perform forensic analysis • After storm passes, determine geographic areas to be patrolled for damage collection • Consultant will provide written report of findings, analysis, conclusion and recommendation for improvement in system performance
