  1. United Nations Economic Commission for Europe Energy Efficiency in the Mediterranean

The World needs Energy Efficiency • Global primary energy demand projected to increase by 50% between now and 2030 • CO2 emissions projected to reach 40 Gt in 2030, a 55% increase over today • Buildings consume 35% of the world's energy and account for 40% of the world’s GHG emissions • Action around energy efficiency enhances energy security in Europe • Large scale action on energy efficiency would create market demand for products and services, and hundreds of thousands of new European jobs by 2030: development of the Green Economy

The UNECE experience: The FEEI Project and the planned Investment Fund • UNECE Financing Energy Efficiency and Renewable Energy Investments for Climate Change Mitigation (FEEI)has taken action along the three parallel tracks of capacity building and knowledge dissemination, policy reforms and investment project finance • At Global level, through the other UN Regional Commissions, a contribution is given by Global Energy Efficiency 21 - GEE21

UNECE work for Energy Efficiency at the global level • GEE21 was launched at COP-14 (Poznan) in 2008 • The multi-agency and system-wide approach of GEE21 makes the project a natural partner of UN-Energy • The successful development of GEE21 will also significantly contribute to one of the two Key Goals proposed by the Secretary General’s Advisory Group on Energy and Climate Change (AGECC), which is calling for a reduction in global energy intensity by 40% over the next 20 years • A Global Strategy for Energy Efficiency Market Formation favours the emergence of self-sustained markets driven by demand and supply

Barriers to self-sustained EE markets • GEE21 aims at the formulation of a holistic approach to overcome barriersto energy efficiency marketformation in (i) Supply of energy efficiency services (ii) Demand for energy efficiency services (iii) Enabling environment • The Mediterranean also needs Energy Efficiency, and to overcome barriers to its development
