6. Gaps in local capabilities • A majority of localities do not have anyone tasked or trained to manage donations or to coordinate volunteers • Many localities have no experience in managing donations in disasters or in coordinating disaster volunteers Whether you plan or not, they will come!

7. Partnerships • Local partnerships between govt and voluntary agencies • EM training and exercises; • Involvement of local agencies that manage donations and coordinate volunteers in non-disaster settings. • Mutual aid - neighbors • State assistance • Start-up in response • Continue in recovery

National Donations Management Network (NDMN) • Partners: FEMA + NVOAD + Aidmatrix • Donations of cash, in-kind, time, services • VDEM has MOU with Aidmatrix • Training & exercises, technical support • Users: Local affiliates of state VOAD members • Representatives at local, regional, state level • Administrators: VAVOAD + VDEM • ESF 17 in response (VEOC) • Voluntary Agency Group in recovery (JFO)

12. Role of NDMN in response • Offers can come from anyone, anywhere • Local users are voluntary agencies • VAVOAD affiliates • Needs are submitted by users • Coordination at EOC level, local & state • Offers can be transferred across state lines • Local need can be filled from any resource
