Slaughter • Within an hour of shooting down the presidential plane extremists took over govt. • Military started killing Tutsi, civilians then took over with encouragement on the radio. • Largest killings in refuge areas (church, schools, hospitals) • “This genocide resulted from the deliberate choice of a modern elite to foster hatred and fear to keep itself in power.”
