SERES Main Features • System for description and administration of metadata for public information • Basis for efficient creation and maintenance of web services and web portals for electronic services • Common metadata repository operated through a number of web-application clients • Repository structured by a common meta-model • All models contained in separate domains relating to public authority • Some core metadata will be common for all. SERES Meta-model • The SERES meta-model is based on that of OMG-based UML Class diagrams, customised into a number of model levels: • Semantics level:Concepts (terms and definitions), concept categoriesand semantic relationships between concepts • Structure level:Reusable data structures, where each element is annotated to concepts • Implementation level:Practically used data structures created from general structures and permanently pointing to these for later possible updates, these data being the basis for creating services • The meta-model will be extended with elements describing processes and rules/calculations. SERES metadata handling • Metadata will be identified or captured using both • Top-down processesBasis for employing common, harmonised metadata for practical purposes • Bottom-up processesBasis for harvesting metadata already being used, later to be candidates for harmonisation Efficient and Effective eGovernment - SERES, Håkon Olderbakk

SERES Clients • Repository client with functionality mostly as delivered by repository system manufacturer (Adaptive Inc.) • UML client based on MagicDraw (NoMagic Inc.) • Message/Forms client developed in-house (BRC) • Concept client is planned to be developed later this year Efficient and Effective eGovernment - SERES, Håkon Olderbakk

Automatically generated formats • XML Schema documents (implemented) • Web Service descriptions (WSDL) • Web Form descriptions (HTML+JavaScript) • InfoPath forms (XSN) • Transformation of messages between (legacy) metadata sets (XSLT), enabling hub-and-spoke-type service buses Efficient and Effective eGovernment - SERES, Håkon Olderbakk

  8. Harmonisation processes • Support for harmonisation of metadata,spanning a number of public agencies • Detection of reporting overlap from the enterprises Efficient and Effective eGovernment - SERES, Håkon Olderbakk

SERES deployment • The system will be introduced to agencies in a controlled manner: • Tax Revenue Administration • Statistics Norway • The Financial Supervisory Authority • The Register of Reporting Obligations of Enterprises at BRC • Most of this will relate to Altinn services • In the longer term facilitation of cost-effective public coordination and collaboration • First official version in December 2010 Efficient and Effective eGovernment - SERES, Håkon Olderbakk
