  2. Abstract This presentation is the plan for the August 6th 2009 IEEE 802.11 Regulatory Ad Hoc Committee teleconference. Rich Kennedy, Research In Motion

  3. Agenda • Administrative items • Introduction • The regulatory summaries • North America • European Union • Asia • FOCUS: EN 300 328v1.8.1

  4. Administrative Items • Ad Hoc Committee rules (per Adrian) • Introduce the ethics etc... slides in your meetings,  you should not call foressential patents • AHC,  is a "committee of the whole" of the WG - i.e. any WG member can contribute; in practice, anybody who turns up can speak. • During f2f meetings,  you can hold formal votes of only the voting members of 802.11; on a telecon you can take straw polls,  but not formal votes • Required notices • Affiliation FAQ - http://standards.ieee.org/faqs/affiliationFAQ.html • Anti-Trust FAQ - http://standards.ieee.org/resources/antitrust-guidelines.pdf • Ethics - http://www.ieee.org/portal/cms_docs/about/CoE_poster.pdf • IEEE 802.11 Working Group Policies and Procedures - https://mentor.ieee.org/802.11/public-file/07/11-07-0360-04-0000-802-11-policies-and-procedures.doc • Chair and Secretary • Chair is Rich Kennedy (Research In Motion) • Recording Secretary needed

  5. Introduction • Purpose • Improve the working relationship between the technical experts and the regulatory specialists, especially when it comes to critical technical issues • Scope • The group will review new regulatory changes or impending changes affecting 802.11 products • Each meeting will focus on the most critical issue at the time • Critical Issue Focus • Direct impact on IEEE 802.11 current and future products • Response/Input deadlines • Coordination with IEEE 802.18 (RR-TAG) • Coordination with the Wi-Fi Alliance

  6. Other Guidelines for IEEE WG Meetings • All IEEE-SA standards meetings shall be conducted in compliance with all applicable laws, including antitrust and competition laws. • Don’t discuss the interpretation, validity, or essentiality of patents/patent claims. • Don’t discuss specific license rates, terms, or conditions. • Relative costs, including licensing costs of essential patent claims, of different technical approaches may be discussed in standards development meetings. • Technical considerations remain primary focus • Don’t discuss or engage in the fixing of product prices, allocation of customers, or division of sales markets. • Don’t discuss the status or substance of ongoing or threatened litigation. • Don’t be silent if inappropriate topics are discussed … do formally object. --------------------------------------------------------------- See IEEE-SA Standards Board Operations Manual, clause 5.3.10 and “Promoting Competition and Innovation: What You Need to Know about the IEEE Standards Association's Antitrust and Competition Policy” for more details. 7. Regulatory Summary – North America • US • Nationwide Broadband Plan • The TV White Spaces • DFS certification delay • Canada • Mexico

  8. Regulatory Summary – European Union • ERM TG11 - EN 300 328 revision • See FOCUS slide • EU Digital Dividend Consultation • WG SE21 - Radar Spurious Emissions • EUMETNET asking for relaxation of -100dBc requirement • EUMETNET suggested -60dBc • It appears that their request will be rejected • WG SE24 - 5GHz RLANs OBA • RLAN community has offered to block 5600 – 5650MHz band OBA • Trying to close workitem before any additional concessions are needed • WG SE42 – WAPECS (see WAPECS slide) • WG SE43 - Cognitive Access

  9. WAPECS • Wireless Access Platforms for Electronic Communications Services Management (WAPECS) a proposed framework for the provision of electronic communications services within a set of frequency bands to be identified and agreed between European Union Member States in which a range of electronic communications networks and electronic communications services may be offered on a technology and service neutral basis, provided that certain technical requirements to avoid interference are met, to ensure the effective and efficient use of the spectrum, and the authorization conditions do not distort competition. • The term “WAPECS” has been used to signal a move away from too narrowly specified allocations and applications, for which specific spectrum is designated. Under this definition of WAPECS, it is envisaged that technologies will be stimulated to deliver all electronic communications services within their capabilities, making use of any frequency band and networks. However, this is subject to technical coexistence requirements which need to be tailored to each specific band. Rich Kennedy, Research In Motion

  10. Regulatory Summary - Asia • China will bring WAPI to ISO/IEC to be ratified as an international standard

  11. FOCUS: EN 300 328 v1.8.1 • Being revised to allow more non-RLAN applications • Audio • Wireless remote control • Industrial and process controls • Developing a “Medium Utilization” formula and limit for non-LBT applications • MU = PSD x Time • MU < [10%] (square brackets indicate 10% still under consideration) • 802.11 Regulatory Ad Hoc position • Review the impact of non-RLAN devices operating under the new rules on 802W devices • Provide feedback to ERM TG11
