Corrections in Canada • The Correctional Service of Canada (CSC), as part of the criminal justice system and respecting the rule of law, contributes to the protection of society by actively encouraging and assisting offenders to become law-abiding citizens, while exercising reasonable, safe, secure and humane control. • We operate 54 penitentiaries of different security levels (including treatment centres and annexes within penitentiaries), 17 community correctional centres and 71 parole offices. CSC also manages an addictions research centre, five regional headquarters and staff colleges, a correctional management learning centre and a national headquarters. • In addition to federally operated facilities, CSC partners with community-based, non-governmental organizations that run approximately 200 community-based residential facilities across the country. www.csc-scc.gc.ca

Corrections in Canada • Offenders awaiting their sentence are under the jurisdiction of Provinces/Territories. • Incarceration of less than two years are the responsibility of the Provinces/Territories. • Juvenile corrections, which are governed by the Young Offenders Act, are also administered by the Provinces/Territories. • Decisions on the conditional release of offenders are the responsibility of the National Parole Board.

Offender Information Sharing • In 2001, as part of the Integrated Justice Information Initiative, CSC received funding to renew its legacy Offender Management System (OMS) and participate actively in exchanging offender information with Criminal Justice Partners. • Key challenges consisted of: • Scaling up PKI and VPN Infrastructure • Respect of Privacy • Establishment of Memorandum of Understanding • Readiness of Partners • Project Team’s agility and creativity • Key lesson and best practice

Offender Information Sharing • Expanded bidirectional access to offender information with Provinces and Territories. • Daily data transfer to Ontario Sex Offender Registry. • XML based exchange with Passport Office. • Connected ALL our community residential facilities to OMS. • Improved connectivity with Immigration. • Exchange information with Social Services. • And of course, our Parolee Database InfoPol.

  7. CSC and the law • The entire federal correctional system, from incarceration to parole, is governed by the Corrections and Conditional Release Act.

  8. Statutory Obligations Corrections and Conditional Release Act 1992, c. 20 25. (1) The Service shall give, at the appropriate times, to the National Parole Board, provincial governments, provincial parole boards, police, and any body authorized by the Service to supervise offenders, all information under its control that is relevant to release decision-making or to the supervision or surveillance of offenders.

  9. InfoPol • In order to facilitate the safe reintegration of the offender while better protecting Canadians • «InfoPol» allows CSC to meet its legal obligations in the area of sharing of information with police services

  10. InfoPol Success Story • Over 3385 users already connected to InfoPol (including 3150 external users). The initial objective was 400. • A statutory defined scope. • Simple application technology. • Flexible connectivity solutions.

InfoPol • An application designed for use by police, providing information on offenders released into the community and offenders unlawfully at large • Using Web-based technology • Provides information from the legacy Offender Management System (OMS) • Dedicated database updated on a daily basis

  12. InfoPol Functionality • A powerful search engine supporting inquiries based on elements such as: • Sex • Tattoos • National Sex Offender Registry • Criminal affiliations • Nicknames and aliases • Types of offences • Vehicle make • Licence plate number
